Lawyers seek state bar reform United Press International AUSTIN — Disgruntled lawyers Wednesday announced they will file suit this month in federal court chal lenging the authority of the State Bar of Texas to force Texas attorneys to jpay for a new $8 million headquar ters building. I “We feel that we are being oerced into paying for a foolish and illegal act,” Laird Palmer, president f Lawyers for Bar Reform, said. Palmer said his group now has ore than 100 members in Austin, San Antonio, Houston, Fort Worth, Dallas, Tyler, Huntsville, Bryan and other locations. “We are of the opinion that the assessment for the bar center consti tutes taxation without representa tion; that it is the equivalent of com pulsory unionization, in violation of the Texas right to work laws and other, federal statutes; that it consti tutes the taking of property without due process of law, in violation of both the state and federal constitu tions,” he said. Bar officials originally promised to build the new headquarters building with voluntary contributions, but ran into financial difficulties and were unable to obtain donations to cover a $3.9 million note on the building this year. Attorneys voted 12,696 to 8,686 in April to impose a one-time assess ment — amounting to $138 for most attorneys — to pay off the debt.
