Authorities said Ronald Roy Cas- tille was arrested earlier in the day at the Port Arthur, Texas, home of his parents. He allegedly had told White House operators he was going to Washington to kill Carter. During his arraignment, Castille told Magistrate Charles Roth he was under psychiatric care in 1974. Police said the youth was free on bond from another charge involving threatening phone calls. Some residents are worried that businesses owned by outside inter ests will drain money from the area’s economy.
