There are more than 8 million handicapped children in the U.S. 2. Special education needs of children were not being met. 3. More than 50 per cent of hand icapped children were not receiving full equality of educational opportu nity. 4. One million handicapped chil dren were excluded from any type of education. 5. Many handicapped children in regular classes were not being iden tified as being in need of special help. The law requires that all hand icapped students from the age of 3 to 21 be served in the least restric tive educational environment possi ble. That is, they will be educated with non-handicapped children as long as possible. Under the law, all students in need of Special Education must be identified, located and evaluated to determine educational placement of the child. The state assures that non- discriminatory testing practices will be used. Culturally biased tests are not considered valid. Parents of the child must be able to examine the records of identifica tion, evaluation and placement. If parents complain about the evalua tion or placement, the law provides them with an opportunity for an im partial due process hearing. In order to be placed in Special Services, the child must first be screened by the Admission, Re view, and Dismissal Committee. The total appraisal process con sists of an evaluation of data re ceived from the child’s special teachers, diagnostician, speech therapist, nurse, counselor, reading specialist and school principal. If thte pupil meets the eligibility criteria, the committee then de velops an appropriate instructional plan for the child. The child’s placement is deter mined in accordance with criteria established by the U.S. Commis sioner of Education. “Our philosophy is to accept every child as he is,” Perkins said. “We strive to assist them so they can achieve an education like any other child. Just like a plant needs soil, water and sunshine to grow, likewise a child needs security, af fection and freedom in order to lead a happy, well-nourished life.” The law, adopted in 1975, will not be fully effective until fiscal year 1978. POLICE SAY in Indianapolis that Melvin Carr used his garage and automobile fumes as a gas chamber to kill three people yes terday, but the fumes also killed him when he returned to check on his victims.
