The ceremony will take place Tuesday, March 8 at 6:30 p.m. The Residence Hall Association at Texas A&M University has priority over other school organizations in the use of the huts. The huts were built primarily for students in dorms to have their par ties, but we encourage all other stu dent organizations to take advantage of the facilities,” said Charles Pow ell, director of student affairs. At a White House dinner party last night. Carter asked the nation’s governors to join in the “Friendship Force, which he started in 1973 when he was governor of Georgia. At that time, the Carters made pos sible a 10-day exhange program be tween 200 Georgians and an equal number of Brazilians. “I want to see the ties between countries strengthened,” Carter said, adding that it would not in- olve government funds. Carter summoned Panama Canal negotiators Ellsworth Bunker and Sol Linowitz to an early morning meeting today and also planned to see Puerto Rican Gov. Carlos Romero-Barcelona. In addition, the President ar ranged to preside at the swearing-in of fellow Georgian Maxwell Cle- land, a Vietnam paraplegic, as Vet erans administrator, and one-time Vietnam War protest leader Sam Brown as head of ACTION. Carter met for 10 minutes with Vladimir Bukovsky at the White House yesterday and told the exiled Soviet dissident that “our commit ment to the concept of human rights is permanent, and I don’t intend to ] be timid in my public statements and positions.” At the same time. Carter said he wanted his statements “to be pro ductive and not counter-productive and also to assure that our own na tion and countries other than the Soviet Union are constatnly aware that we want to pursue the freedom of individuals and their right to ex press themselves.” Carter told Vice President Walter Mondale, who met longer with Bukovsky, that he wanted a written report on the meeting, saying “it will be very helpful to me as we ap proach the Belgrade conference.” The conference in June is a followup to determine the effectiveness of the Helsinki Pact on human rights. Bukovsky told Carter he under stood the “high honor” accorded him by being received at the White House and said it “shows respect” for the “ideals which we stand for.” the huts are invited,” Powell said. Greg Henington, chairman of the hut committee, will make the pres entation. The RHA, Powell and his staff have constructed parts of the second hut. “Our money ran out so we did it ourselves,” Powell said. The semicircular huts are 20 feet apart and resemble big barns. Al though the metal exteriors are the same, the interiors are different. The walls of the first hut are sheet rock. In the hut there is a balcony with tables. The second hut has paneled walls, an area for dancing and another section for games and rec reation. Both huts have restrooms, a kitchen and insulation. The first hut has been in heavy use and is difficult to reserve on the weekends. But it has not been full during the week. Powell said, “We really haven’t got them rolling the way we want to.” * Powell said this may be the only project like this in any university or college. “We have given the students a lot of responsibility concerning this project,” he said. “I doubt any other school gives students this much freedom.” When the money becomes avail able the RHA plans to connect the two buildings with a concrete wall. Six gas cookers have already been purchased for the area. “There will be three cookers on each side, so if there are different parties in the huts, they don’t have to mix up their parties,” Powell said. The parking lot needs to be enlarged and a picnic area is going to be developed when the funds are available, he said . Any organization can rent one of the huts for $50 an evening. Powell said the only revenues for the huts come from the rental fees.
