But for almost 10 years we have not had a sense of a common national interest,” Carter said. Recalling the unity and spirit of World War II, he added: “I believe we are ready for that same spirit again — to plan ahead, work to gether, and use common sense. Not because of war, but because we realize we must act together to solve our problems, and because we are ready to trust one another.” Carter wore a sweater, slacks and tie as he delivered the chat seated before a wood-burning fireplace in the White House Family Library. Noting his signing of the Emergency Natural Gas Act a few moments earlier. Carter said he would propose creation of a De partment of Energy later this month and a comprehensive energy pro gram in April. He will ask Congress this week for a bill allowing him to start reor ganizing the federal government. The contest, open to all, will be held during the 26th National Engineers Week, Feb. 20-26, and will be sponsored by the A&M stu dent chapter of the Texas Society of Professional Engineers. Competition will be conducted from the top floor of the Zachry Engineering Center with details to be announced later, according to the chapter chairman David James. . They will join 70,000 engineers from acrsss the United States to cel ebrate National Engineers Week. The week of George Washing ton’s birthday is traditionally ob served as Engineer’s Week because the nation’s first president was a trained land surveyor and a de signer of raods, fortifications and other structures. He had the educa tional background of a civil engineer in the late 18th Century. Country Club Administration programs to use southern campuses The Southern Regional Training Program in Public Administration is now accepting applications for fel lowships for the 1977-78 academic year. The program is designed to prepare students for careers in gov ernment and offers an opportunity for graduate study at two southern universities. The fellowships have a value of $4,600, including $1,300 in remis sion of fees and tuition. Married students receive a grant of $400 in addition to the regular cash stipend of $3,300. Students who qualify will study at the University of Tennessee and either the University of Alabama or the University of Kentucky. Upon completion of the program, they will receive a certificate in public administration. In addition, they will be eligible to complete an M.A. or M.P.A. degree at one of the in stitutions attended. Those who are accepted into the ions }hic rimr program will serve a ten-weeki ternship during the summer 1977. Beginning about mid-Jin they will intern with a state, Id federal agency in the South.
