Constitution Associated Press PHILADELPHIA — Editors sur veyed in preparation for a Bicenten nial conference on the Constitution say the Constitution is adequate as it is. Of the 58 newspaper, magazine and hook editors who have re sponded to the survey by the Ameri can Academy of Political and Social Science, 52 say they believe “the Constitution is adequate in its pre sent form to cope with present and future national problems.” The same editors rated “en croachment on personal liberties” as the most important constitutional issue facing the country. Pressed to recommend an amendment, they most frequently mentioned the Equal Rights Amendment. The survey, which is still in pro gress, is being conducted by the academy in preparation for the Bicentennial Conference on the LTnited States Constitution, which will he held here next month. The editors were asked to com plete a mailed questionnaire to assist the academy “in assuring that the conference will give proper consid eration to all the issues uppermost in the people’s minds. ” Overwhelmingly, the editors sup ported the Constitution in its pre sent state. When they were asked what amendments, if any, they would recommend, the leading re sponse was none at all, given by 19. The Equal Rights Amendment, which would guarantee equality for women, was proposed by 12 of the 58 respondents. Nine expressed some concern over presidential and vice presidential election, raising ques tions as to improved presidential succession and a better way to pick vice presidents. No other suggestion for amending the Constitution got more than one or two votes, although a wide variety of topics was mentioned. Asked to rate in order of impor tance 10 listed constitutional issues, the editors voted heavily for the per sonal liberties issue as most impor tant. A distant second was foreign policy. Others in descending order were separation of church and state, the regulatory powers of government, state’s rights, executive privilege, the death penalty, presidential suc cession and the right to hear arms. Abortion, a hot issue in the cur rent presidential primaries, finished last in the editor’s ratings. The conference April 5-8 will fea ture the country’s leading constitu tional scholars and legal practitioners in discussions of the government’s charter document with a view to any needed amendments or changes in practice and interpretation.
