About 60 Ford campaign finance chairmen and advisers from across the nation met here Monday to plot strategy on fund-raising and their leaders said the President will have no trouble raising all the money he is JFK Library to be built on Boston Harbor Associated Press BOSTON — Assassinted Presi dent John F. Kennedy was a public man who loved the sea. For those reasons, and others, the John F. Kennedy Library and Museum will be built at the University of Mas sachusetts campus on Boston Har bor. There had been plans to build the Kennedy Library and Museum near Harvard University, the late presi dent’s alma mater, but the objections of local residents scuttled those plans. Sen. Edward M. Kennedy, D-Mass., told a news conference Monday that the University of Mas sachusetts site was the unanimous choice of the Kennedy family and trustees of the library corporation. “President Kennedy was very much a public man and a public fi gure, he said. “It is appropriate that the museum and archives that bear his name be housed in a public place.” He said the school’s site on Boston Harbor was important to the family and the trustees in view of John F. Kennedy’s close association with the sea during his lifetime. One re quirement, he said, was the building be “as close to the water as possible. ” The decision ended 12 years of squabbling and threatened legal ac tion. Kennedy said the trustees abandoned the Cambridge, Mass., site near Harvard because “a small and vociferous group was prepared to entangle the corporation ad in finitum in the courts. ” Community groups in Cam bridge, across the Charles River from Boston, had complained the museum would draw up to one mill ion persons annually into the already congested area, adding to pedrest- rian and auto problems. permitted to spend seeking the Re publication nomination. Peter Kaye, spokesman for the President Ford Committee, said ac ceptance of the federal subsidy is still an open question. “We haven’t de cided yet whether to take it or not,” he said. Kaye said the committee is going forward with paperwork to file for the matching funds anyway, pending a decision. Funds will not be availa ble until the first of next year. Under the new financing laws, candidates are limited to spending $10 million, plus $2 million for fund-raising, to finance their bids for nomination. Federal subsidies of up to $5 million to match small con tributions are also allowed. The only advantage to the Ford campaign in passing up the federal money would be to use it as a politi-, cal talking point, particularly if former California Republican Gov. Ronald Reagan accepts subsidies. Reagan had at one point said he would not take federal aid, but his managers more recently have suggested that he probably will take it. By skipping federal aid and financ ing his campaign entirely with pri vate donations. Ford could tty to score points with conservative Re publicans who do not like the new system. Speaking in terms that suggested federal matching funds would not be accepted. Max Fisher, vice- chairman of the Ford campaign fi nance committee, said raising the money can be accomplished quickly, within the next few months. According to spokesmen, the Ford finance team has raised about $1.2 million so far, including some $500,000 that could be matched by subsidy money.
