to person calls. In addition the
three-minute initial time period will
remain on these types of calls.
Marshall said the new Texas rates
are generally in line with 16 other
states that already have adopted
such schedules or have them pend
ing.

Patman’s attempt Thursday to buy
time to arouse public opinion
against a bill Patman claims will im
pose on Texans the highest legal in
terest rates in the nation.

and oil suggested by U.S. Senator
Lloyd Bentsen of Texas.
Bentsen, in a public statement is
sued this week, also suggested the
continued enforcement of the 55
miles per hour national speed limit
as a “relatively painless step that
still has significant effects on our
total energy consumption.”

Patman’s brief speech criticizing
the bill — “The interest charges are
beyond imagination” — was inter
rupted five times by Moore, who
repeatedly asked Lt. Gov. Bill
Hobby to tell Patman to quit talk
ing, and three times by Sen. Don
Adams, D-Jasper.
Moore insisted that Patman’s mo
tion to re-refer the bill, which was
sent to the Economic Development
Committee by Hobby, was not a
debatable motion. Hobby agreed
but said Patman should be allowed
to explain the reasons for his mo
tion.
Patman said the bill will raise the
amount on which interest rates
higher than 10 per cent may be
charged from $2,500 to $5,000,

per cent, Patman said.

The engineers say propane could
he vaporized in a boiler by warm
surface water at about 77 degrees.
This vaporized fluid would turn a
turbine and generate power. The
propane could he reliquified by cold
water pumped up from the bottom
of the Gulf at about 41 degrees.
The engineers’ report was fi
nanced by the energy council.
The men suggest the power plant
could be used in conjunction with
an offshore aluminum smelter.
One good plant site is about mid
way between Corpus Christi and
Brownsville, they say, although the
Gulf produces the necessary ther
mal differences at a number of
points along the coast.
