The telephone company said the new schedule “can result in consid erable savings to many customers. ” Bell said three-minute calls will increase in costs from five cents to 50 cents depending on the distances involved. Bell does not have to seek ap proval of these new rates since Texas has no statewide utilities reg ulatory body. The company said standard dis counts will apply to all customer- dialed calls placed during the even ing, nights and on weekends. Bentsen, in a public statement is sued this week, also suggested the continued enforcement of the 55 miles per hour national speed limit as a “relatively painless step that still has significant effects on our total energy consumption.” Long-range remedies for the energy shortage supported by Bent sen are the study of alternative sources of energy and the replace ment of energy imports with in creased domestic production. has scheduled a hearing for Monday morning, to the Human Besources Committee of which Patman is a member. His motion failed, 4-25. Had it passed, Patman probably would have had more time to build his case and undoubtedly could have counted on the support on committee of Sen. Lloyd Doggett, D-Austin, former president of the Texas Consumer Association. Patman’s brief speech criticizing the bill — “The interest charges are beyond imagination” — was inter rupted five times by Moore, who repeatedly asked Lt. Gov. Bill Hobby to tell Patman to quit talk ing, and three times by Sen. Don Adams, D-Jasper. Moore insisted that Patman’s mo tion to re-refer the bill, which was sent to the Economic Development Committee by Hobby, was not a debatable motion. Hobby agreed but said Patman should be allowed to explain the reasons for his mo tion. Patman said the bill will raise the amount on which interest rates higher than 10 per cent may be charged from $2,500 to $5,000, Loans up to $500 would carry in terest charges of approximately 36 per cent, Patman said. Profs. John Savage, Edmund Weynand and Associate Prof. W Gerald Waytt, all of Southern Methodist University’s Institute of Technology, say no air or water pol lution would he produced. The engineers say propane could he vaporized in a boiler by warm surface water at about 77 degrees. This vaporized fluid would turn a turbine and generate power. The propane could he reliquified by cold water pumped up from the bottom of the Gulf at about 41 degrees. The engineers’ report was fi nanced by the energy council. The men suggest the power plant could be used in conjunction with an offshore aluminum smelter. One good plant site is about mid way between Corpus Christi and Brownsville, they say, although the Gulf produces the necessary ther mal differences at a number of points along the coast.
