(AP) — Seismologists do not believe that the earth is more unstable than usual despite the recent flurry of small earthquakes in California, larger quakes in Pakistan and new volcanic activity in Hawaii. “Since about 1910 the level of seismic activity in the world has fluctuated somewhat, but there’s been much less than in many previ ous times,” said Don Anderson, head of the seismology lab at the California Institute of Technology. He said California has been over rated as a major center of earth quake activity. Anderson said there have been about 100 major quakes in the world in this century, only one of them — the devastating 1906 San Francisco quake — in California. Cooper, Dean Admissions and Records Texas A&M University * fy WASHINGTON (AP) — Chair man Al Ullman of the House Ways and Means Committee said today he will “be talking to the President shortly and we somehow must find a way to avoid a confrontation” over President Ford’s plan to increase oil import tariffs. The Oregon Democrat told re porters such a confrontation “would destroy the compatability that is going to be necessary between the two branches of government. “I think there are areas of com promise, but I m not certainly at this point, in a position where I can lay them out.” The dispute centers on Ford’s plans to increase oil import tariffs $3 per barrel by April 1, with the first $1 to take effect Saturday. The Ways and Means Committee has approved legislation linking a boost in the federal debt limit, which Ford must have by Feb. 18 when the existing ceiling will be hit, and a measure blocking for 90 days the President’s oil-tariff’program. “Tin going to be talking to the President, and ... he agrees with me that we should find some kind of an accommodation,” Ullman said. White House Press Secretary Ron Nessen also said that the Presi dent and congressional leaders want to avoid a confrontation over the program Ford has suggested. WASHINGTON (AP) — The de partments of Interior and Treasury were evacuated and several other federal installations searched Wed nesday because of further bomb threats in the wake of an explosion at the State Department and an at tempted bombing in Oakland, Calif. An anonymous male caller told the Associated Press at midday that bombs would go off at the Smithso nian Institution, the Department of Agriculture and at Interior before the day was out. The Treasury De partment received a separate call which warned “the Treasury will go up in smoke in half an hour.” The man left it doubtful whether he was part of the same group, the Weather Underground, which took credit for the bombing at the State Department and the planting of a device in Oakland which was found and destroyed by demolition ex perts as it ticked away. Those actions were represented as protests of continued U.S. sup port of the war in Southeast Asia. The Federal Bureau of Investiga tion said it has intensified a long time search for individuals believed to be part of the Weather Under ground, particularly for three women and five men thought to be leaders of the organization. The group has claimed responsibility for several other anti-establishment bombings in recent years. The Interior Department was emptied of all but security person nel at 1 p.m. Wednesday, and most of the 5,000 employees were told not to return for the remainder of the day. A spokesman said guards checked “room by room, closet by closet, floor by floor” for a bomb. No bomb was found. After that search, a reliable source said, the Interior Depart ment received a second bomb threat, this one warning that an exp losion would occur at 9:30 p. m. ESI Wednesday.
