WASHINGTON (AP) — A three-year congressional study re commends ending most public wel fare programs, including food stamps, in favor of tax credits, new subsistence allowances and work in centives. The study, released Wednesday by Rep. Martha W. Griffiths, D-Mich., also calls for an end to state control of welfare programs in favor of a federally administered system that woidd be run by the Internal Revenue Service. “Let’s junk the whole thing; it’s impossible,” Mrs. Griffiths said at a news conference at which the new proposal was released. She said she was introducing a bill Thursday for the new system. At the same time, the Agriculture Department announced proposed new regulations to force poor peo ple to spend more for food stamps. The higher cost of food stamps would save the government at least $645 million a year, the department estimated. Under the plan, families would pay 30 percent of their net monthly income beginning next March 1 to receive food stamps. Currently, the cost averages about 23 percent. The nation’s 14.7 million food stamp recipients presently pay about $2.5 billion for approximately $6.5 billion worth of coupons. Rice, a former Battalion editor, and his roommate, Randall W. Roberts, 805 Montclair, were in dicted Nov. 21 by the grand jury for possession of about nine pounds of marijuana, according to J. Bradley Smith, assistant district attorney-. Rice is free on $5,000 personal recognizance bond. ' ■ ' -V Vandalism (Continued from page 1) this year but most occur on weekends,” he said. “The schools don’t have an alarm system and I don’t know if they need one,” Byrd said. “Other than insurance and hav ing principals, faculty and staff watch for vandalism, we spend a very small amount on security,” Hopson said. “It’s not that we don’t need to — we just don’t have the money.” Police patrol the schools fre quently, Hopson said, adding there is fine cooperation between the police department and the school system. ‘They’re (police) not looking to make a bust — they go out of their way to work with the parents and the kids,” Hopson said. Hopson would not give out further security measures taken by the district. “I can’t tell you all our secrets,” he said. “It would defeat the purpose.” Hopson said vandals vary widely in age. The younger vandals have “mischievous” motivations, while the teenagers are “looking for some thing valuable or for kicks or are taking their rage out on the school for some imaginary wrong, ” he said. “It appears that many are stu dents who are not supervised by their parents,” Hopson said. “It’s impossible to trace the small things like when a kid writes on a bathroom wall, but the majority of vandals causing real damage are caught,” Hopson said. BEST DARN PRICES IN TOWN Armstrong tires H 30 m § r- e m oo O z > z The welfare report, prepared by the subcommittee on fiscal policy of the Joint Economic Committee, re commended a system of tax credits of $225 a person to replace the cur rent personal exemption of $750 a person on federal income taxes, and a subsistence allowance to poor families and individuals that would be reduced by 50 cents for every dollar earned by recipients. Mrs. Griffiths said the total value of grants and tax credits would come to $3,600 for a penniless family of four with two adults and $3,000 for a family of four with one adidt. She said the new program would cost the federal government $157.4 billion annually, compared with the estimated $142 billion being spent in the current 1974-75 fiscal year on social service programs such as wel fare, health, education and Social Security. The current federal budget totals slightly over $300 bill ion. The report recommends begin ning the new program in 1977 but says that it could be phased in be ginning this fiscal year. Mrs. Grif fiths said it could be financed by a normal growth in tax revenues.
