U ** 0 oz. President Anwar Sadat’s tack to- ard the West has produced few increte results thus far and so he sent a high-level delegation to him here and in other Arab coun tries. The delegation, headed by Egyp- tion Foreign Minister Ismail Fahmy and including chief of staff Lt. Gen. Abdel Ghany Gamasy, hopes to turn a new page in relations and pave the way for a visit to Cairo early next year by Soviet Communist party leader Leonid Brezhnev. The presence of Gamasy and Egypt’s war production minister, Ahmed Kamal, in the delegation in dicate the Egyptians will try to sec ure a resumption of Soviet arms shipments, including sophisticated equipment supplied to other Arab states but not Egypt. According to diplomatic sources, Egypt’s military chiefs were the first to express disappointment to Sadat over the apparent failure of Ameri can diplomacy to produce results and to urge him to mend his bridges with Moscow. “The generals saw their stocks going down, the Russians sending tons of equipment to Syria and no apparent fallofl in U. S. military supplies to Israel so they started going sour on Sadat’s policy, ’ one source explained. They reportedly argued there was little to show for nine months of American diplomacy. On the diplomatic side, Fahmy told an audience Sunday he was going to Moscow to develop rela tions in a “positive way” so a summit can be arranged between Sadat and Brezhnev. But he may find the going rough. The Arabs apparently have agreed, after Secretary of State Henry Kissinger’s latest swing through the area, not to seek an immediate re sumption of the Geneva peace talks but rely on interim negotiations. The Soviet Union, cosponsor of the Geneva talks with Washington, wanted the session resumed early and may not find Fahmy s explana tion for a further delay convincing, diplomatic sources said. But the Brezhmev-Sadat summit in Cairo appears near certain. East European sources say it will take place in January. If the current meeting is success ful, the pressure on Sadat will be relieved, but he still will have to produce something tangible from American diplomacy soon. Having built the Egypt’s huge Aswan high dam and a steel plant at Helwan, the Soviet Union has a considerable stake in Eqypt’s economy and its public sector in dustries. The idea of this hold being threatened by Western and Japanese businessmen is not appeal ing. Strategy for peace supported RABAT, Morocco (AP)—Henry Kissinger headed home Tuesday with assurances from several key Arab leaders that they will back his Middle East peace strategy and try to stave off another hike in oil prices. The latest to give such support was Houari Boumedienne, the pres ident of Algeria and one of the most influential and radical Arab leaders, U.S. officials reported. Earlier as surances came from Egypt’s Presi dent Anwar Sadat and King Faisal of Saudi Arabia. After a three-hour meeting with Boumedienne on Monday night, Kissinger reported, “I told him ol some of the positive trends I have found. His advice was very helpful and his attitude very understand ing.” U.S. officials consider the fiery Algerian president’s support a major development in the American effort to arrange talks between Is rael and two of its moderate Arab neighbors, Egypt and Jordan. Boumedienne’s conciliatory at titude on oil prices, meanwhile, was said to be based on Kissinger’s alarm that the quadrupled increase is hav ing a devastating effect on third world countries. In his week-long tour of the Mid dle East, the secretary of state has been stressing mostly his step-by- step approach to a settlement bet ween Israel and the Arabs. But he has also been lobbying hard for re duced oil prices. Boumedienne’s assurance on oil prices—he may even work for a re duction, it was learned—comes on the heels of a similar pledge from King Faisal of Saudi Arabia last week. Faisal is known to have sent a message to the Shah of Iran suggest ing a joint effort to bar a hike when the Organization of Petroleum Ex porting Countries meets in Vienna in December. Kissinger only hinted at his suc cess with Boumedienne as he left Dar El-Beida airport in Algiers. “We discussed our differing ap proaches to the question of oil prices and we reviewed ways and ap proaches to reconcile these differ ent points of view in the months ahead, ” he said. A senior American official said he would be surprised if OPEC went ahead with an expected 5 per cent increase. Last year, some 12,000 smokers didn’t think when they were in the forest.
