Page THE BATTALION WEDNESDAY, JUNE 12, 1974 Brazos number 11 in agency spending BATTALION CLASSIFIED Brazos County ranked 11th among Texas counties in expendi tures of state and federal funds by state agencies during fiscal year 1973. The figures, compiled by the Legislative Budget Board in Aus tin, indicated that 42 different state agencies or institutions ex pended $81,266,000 in Brazos County. State funds constituted $66,275,000 of this figure, while $14,994,000 of the state agencies’ funds were derived from federal sources. The main campus of Texas A&M University was the big spender by far, with funds total ing $37,023,000 from state sourc es and $2,010,000 from federal funds for a grand total of $39,- 033,000. The Texas Agricultural Experi ment Station was second largest in expenditures within the Coun ty. The Agricultural Experiment Station spent the greatest amount of federal funds in the County at $3,826,000. Combined, the federal funds with $7,499,000 in state funds, the Agricultural Experi ment Station spent a total of $11,- 325,000 in Brazos County. “Brazos County ranks high in the state in the amount of state and federal funds spent. It indi cates that the County is a recip ient of excellent treatment from the state legislature and continues to enjoy a place of importance Judiciary article debated revisions The Constitutional Convention has tentatively approved a pro posed Judiciary Article, ending several weeks of debate and com promise. State Representative Bill Presnal said that the contro versy surrounding the Judiciary Article was created by conflict ing views in several areas. The first area of controversy concerned the right of the state to appeal decisions in criminal cases. The present constitution does not allow the state to appeal such decisions. The proposed article, Jog slated on Friday A “Summer Jog” for anyone who runs for their health will be held Friday at TAMU. The three-level jog sponsored by the Health and Physical Edu cation Department, will take ad vantage of early morning cool ness with 6:30 and 7 a.m. start ing times. “A lot of people around the campus are running,” said Dr. John Chevrette, “many on their own. This will provide an occasion for an organized run together.” Starting at G. Rollie White Coliseum, the summer jog will be for 10, five or three miles according to individual preference. Each course will have a leader. The 10-mile jog starts at 6:30 a.m., the five and three-milers at 7 a.m. Chevrette stressed that the summer jog is non-competitive. A social Friday evening will allow the joggers to visit again. Chevrette said women are also urged to take part. He said that they “participate in exceptional numbers in an informal noon-hour program at Kyle Field.” however, allows the state a limited right to appeal. Under the new proposal, the state would be al lowed to appeal decisions holding a law unconstitutional or in other cases only at the discretion of the Supreme Court. A second area of controversy concerned the merger of the present Supreme Court and Court of Criminal Appeals. Under the present constitution, civil cases are appealed to the Supreme Court and criminal cases are ap pealed to the Court of Criminal Appeals. The proposed article abolishes the Criminal Appeals Court but allows the Supreme Court to still handle civil and criminal cases separately, Presnal said. A related area of controversy concerned the role of county courts and judges. The present county judges perform mainly ad ministrative functions but also preside over a county court. They are not required to be lawyers. Presnal said that the controversy arose with a proposed plan to establish new circuit courts to re place courts and require all judges to be lawyers. Many county judges felt this was an attempt to take away their judicial functions. The proposed article retains the powers and duties of the present county courts and judges, but al lows the legislature to abolish or modify these courts and establish a system of circuit courts. Even if the county courts are abolished, the county judge would still re tain his administrative functions.
