Kissinger moves on to Israel today to begin the real work of his latest Middle East peace mission. Kissinger conceded that the nego tiations to try to bring Israel and Syria to an agreement for a withdrawal of Israeli troops from the Golan Heights would be “very difficult.” Speaking toward the end of a re laxed visit in Alexandria, Egypt, with President Anwar Sadat, the American secretary told newsmen, “The main difficulty is the distrust between the Syrians and the Israelis. If we can contribute to removing that, then we are reaching a settlement.” Sadat was more optimistic, declar ing: “I have full confidence my friend. Dr. Henry will achieve a disengage ment.” He cautioned that Syrian Presi dent Hafez Assad “has the final word,” but it was apparent that Kissinger had received renewed assurances of the Egyptian president’s support for his efforts. Kissinger, who received the initial disengagement proposals from the Syrians and Israelis in Washington last month, denied that he was carrying his own plan. He said he would “listen to Israeli views, listen to Syrian views and maybe adjust them or formulate my own until an agreement is reached.” U.S. officials with Kissinger said that he would take Israel’s latest pro posals to Syria on Friday, return briefly to Egypt on Saturday, fly back to Amman, Jordan, to spend Saturday night, and resume his shuttle negotia tions between Tel Aviv and Damascus on Sunday. While neither the Syrian nor Israeli disengagement proposals have been made public officially, it is known that: 1. Israel is prepared to give up the 300 square miles of territory on the Syrian side of the Golan Heights that it captured in the October war; 2. Syria is demanding that the initial Israeli withdrawal also include the devastated city of Kuneitra, a mile inside the Golan Heights territory taken in the 1967 war; 3. Syria is insisting that the disengage ment agreement include an Israeli pledge to withdraw from all the terri tory captured in 1967; The last demand appears to be the chief obstacle to an agreement. Israel’s top officials have said repeatedly they would never give up the western side of the Golan Heights from which Syrian artillery shelled Israeli settlements in Northern Galilee and Israeli fishermen on the Sea of Galilee almost daily before the 1967 war. Cohen, R-Maine, and Tom Railsback, R-Ill., said they still hoped to achieve bipartisan Demogp^s. Tallied behind Don ohue’s letter as a move that would head off a party-line split on the committee and turn the inquiry into a political battle. But even Republicans agreeing with that approach made no ad vance commitments on voting for it. “I want to see the letter,” said Rep. William S. Cohen, R-Maine, who has called the President’s transcripts inadequate. “Maybe there are other alternatives.” Rep. Tom Railsback, R- II., said, “Whatever we do, I want to he sure we’re very conciliatory.” Railsback earlier called Nixon’s response inadequate. House Republican leaders and committee members set out a policy stand Tuesday that the President’s public release of 1,308 pages of White House talks on what to do about Watergate puts him “substantially in com pliance with the subpoena.” But Democrats led by Judiciary Committee chairman Peter W. Rodino Jr. of New Jersey said the issue was clear: the commit tee subpoenaed tapes, not tran scripts, and didn’t get them. “The subpoena speaks for it self,” Rodino said. “The sub poena was for tapes.” Nixon’s chief Watergate law yer, James D.
