Another graduate student, Jer ry Campbell, wondered why dorm students couldn’t park there when space permitted it. “I also believe there should be some way for users of the MSC facilities to park close to the building,” Campbell added. “I think Town Hall ticket sales have suffered because of the in adequate access to the ticket of fice,” he said. Miori said Town Hall was strictly a seasonal problem, but that somehow students had not been informed properly concern ing which permits were allowed in lot 60. He said no day students should be ticketed for parking there. Koldus told the panel he could not make a decision on that mat ter until Thursday. Jerry Mainord, Traffic Appeals Panel chairman, told the panel he saw no way the appeals panel would uphold tickets given to day students for parking in lot 60. “When we can look out right now and see 300 empty spaces in that lot, I don’t see how the eight panel members will ever believe day students can’t park in them,” Mainord said. The final decision on lot 60 parking priority was postponed until next week’s meeting. In other business, the panel discussed a proposal to let a stu dent park next to dorms or cam pus buildings for 15-minute inter vals, providing he placed a note on his windshield giving the time he parked. Miori and Campbell exchanged arguments on the matter with Mi ori favoring a written regulation allowing the loading permits. Final action on that measure was postponed until April 24th. He referred to studies recently completed at the University of North Carolina. Highway loss re searchers there documented for the first time that the risk of severe injury and death is about twice as great when two smaller cars crash than when two larger cars crash. It was also found that belted drivers in sub-compact cars fare as badly in crashes as unbelted drivers in full-size cars. These findings came from stud ies conducted by the Highway Safety Research Center at the University of North Carolina. The year-long study that yield ed the injury data for crashes of like-sized cars, supported by the Insurance Institute for High way Safety, involved data on 162,- 000 cars—1966 through 1970 models—that were involved in North Carolina crashes in 1966 and 1968 through 1971. That research shows that chan ces of injury and death increase with decreasing vehicle weight. The data tends to show that haz ards increase especially rapidly in cars weighing less than 3,000 pounds. In front-to-rear and front-to- side crashes between vehicles of equal weight the chances of se vere injury and death increase more rapidly in cars weighing under 3,000 pounds than in heav ier cars. In head-on crashes be tween vehicles of equal weight, however, the relationship between vehicle weight and chance of death and injury is more constant throughout the complete range of vehicle weights. Researchers also report that the association with vehicle weight and injury “seem to decline with newer model cars. This probably reflects the progressive increase in energy management systems in newer cars.” In the seatbelt study research ers compared injury experience of more than 17,000 belted and un belted drivers in 1970 through 1972 model full-size and sub-com pact cars. It was found that overall the injury picture for belted drivers in sub-compacts is almost identi cal to the situation for unbelted drivers of standard sized cars. In either sized car drivers who use a belt fare much better than those who do not. “For both belted and non-belt- ed drivers,” the study shows, “ser ious injuries in sub-compacts are one and one-half times more fre quent” than they are in standard sized cars.
