The charge, a felony, was filed by University police Capt. Jimmy Reed before Justice of Peace Jim McMurtry who set bond at $25,- 000. An arrest warrant was issued. AUSTIN — Texas school dis tricts were assured Thursday their accreditation would not be endangered if they shorten classes or shut down altogether during extremely cold weather to save fuel. The Texas Education Agency included the assurances in guide lines issued at the request of Gov. Dolph Briscoe as part of his energy conservation program. National COLUMBUS, Ohio — Truck drivers angered by higher fuel prices and lower speed limits abandoned their blockades of two major Ohio roads Thursday after confrontations with highway pa trolmen. Officers and drivers scuffled briefly on Interstate 70 east of Columbus as tow trucks moved in to break the blockage. After the confrontation, some 200 drivers voluntarily climbed into their rigs and started down the road. WASHINGTON — Gerald R. Ford was confirmed by the House Thursday as the nation’s 40th vice president, the first to be se lected under the Constitution’s 25th amendment. He was to be sworn in before a joint meeting of the House and Senate with President Nixon looking on after about an hour. International BUENOS AIRES, Argentina— Guerillas kidnaped the American general manager of Esso’s Cam- pana refinery Thursday while he was eating lunch, the police said. The American was identified as Victor Samuelson, 36, who came to Argentina in 1970 as an Esso executive. The guerrillas plastered the walls with slogans saying they were from the outlawed People’s Revolutionary Army, a Marxist- led organization.
