The hearing is for Roloff Evan gelistic Enterprises and Harmon Oxford, director of the Anchor Home for Boys at Zapata, to show cause why they should not be judged in contempt of court. The state alleges that Roloff is operating the Rebekah School for Girls, near here, and the An chor home in violation of Dun ham’s Aug. 3 order requiring them to close down if they did not meet state licensing stan dards. Gov. Dolph Briscoe’s top as sistant, Charles Purnell, urged Roloff Tuesday to bring the homes into compliance with the standards, but Roloff said, “I can’t compromise.” DALLAS—Dallas Police Chief Frank Dyson quit today to join the real estate firm of Bolanz and Miller in an executive position. DALLAS—A three-judge fed eral panel has bowed to Supreme Court directives and ordered a U.S. House reapportionment plan for Texas which is less rigid than one the same jurists adopted ear lier. It was a victory for the Texas Legislature in effect. The decision made public Wed nesday adopts the so-called Plan B rather than Plan C which the same panel ordered for Texas on Jan. 22, 1972. Plan C was based strictly on population and allowed differ ences between districts of less than three-tenths of one per cent. Plan B allows differences of as much as 2.8 per cent. National WASHINGTON — The House Wednesday overwhelmingly pass ed an across-the-board mandatory fuel allocation bill that would go beyond the Nixon Administra tion’s own, more limited program. Only minutes before the 337- 72 vote, word reached the House floor that the Arab oil producing states had announced a . five per cent monthly cut in exports to the United States until Israel withdraws from Arab territory. Both supporters and opponents of the legislation agreed it “would not provide one additional barrel of oil,” only ensure that all sec tions of the country share the burden of fuel shortages equally. WASHINGTON — A federal judge refused to release five jail ed Watergate conspirators Tues day, and turned his anger on Sen. Herman Talmadge, D-Ga. U.S. District Judge John Si rica denied requests that the five be freed on bail pending dispo sition of motions to have their guilty pleas thrown out. Sirica had imposed provisional sentences of 30 to 50 years on the men, noting the law requires the maximum be listed in provisional sentences. International PHNOM PENH—Close fighting and hand-to-hand combat were reported all day Wednesday in the market of the isolated and besieg ed district town of Tram Khnar, diplomatic sources said. Tram Khnar, 24 miles south west of Phnom Penh and 12 miles behind insurgent lines, has been surrounded for almost a year. Field reports from Phnom Penh’s southern defense zone re ported government troops launch ed a combined armor and infantry operation north of the govern ment’s main defense line on the Prek Thnot River and only five miles from Phnom Penh. Military commanders said the operation was designed to root out long time insurgents hiding in the swamps and marshes north of the Prek Thnot River and south of the Chosung Ek lake that borders on Phnom Penh. DELAND, Fla.—A young wo man who said she was the priest ess of a satanic cult testified Wed nesday that a California boy was tortured and killed as a sacrifice LONDON—Lt. Gen. Gilbert H. Woodward, inspector-general of the U.S. Army, died in a London hospital today after collapsing on a flight from Washington, D.C., hospital authorities reported. Cause of death was not im mediately made public. The 56-year-old general was on his way to West Germany to in spect U.S. forces, said an aide accompanying him. Woodward was discovered slumped in his seat by a stew ardess when the plane was on hour from London’s Heathrow Airport.
