Opposition is expected from both business and the agricul tural industry over farm worker coverage and the new federal standard. He call ed this a step backward and said the AFL-CIO would oppose it. Nixon recalled that in 1969 he asked the states to raise jobless benefits voluntarily to his sug gested half-pay minimum, but few responded. Although most states now set benefits at half pay, their for mula is rendered almost mean ingless because it usually is fixed on relatively low ceilings based on average wages in the state. Nixon said the result is that more than two-fifths of all work ers covered by unemployment in surance receive benefits less than half their normal pay. He proposed that an insured worker,' when out of work, re ceive benefits “equal to at least 50 per cent of his average weekly wage up to a state maximum which shall be at least two-thirds of the average weekly wage of covered workers in the state.’ Weekly unemployment compen sation benefits paid by the states, usually over a maximum 26-week period, range from $50 to $109. Only three states—Arkansas, Ha waii, Utah—and the District of Columbia now meet the proposed standard. Nixon estimated that his pro posal would increase costs to state unemployment insurance funds by an average of 15 per cent, which would raise the tax for employers. But the President said unemploy ment insurance is one of the least expensive of all fringe benefits, accounting for less than one cent of each payroll dollar.
