IHE BATTALION Thursday, March 22, 1973 College Station, Texas Page 3 Hexachlorophene Linked By FDA To Deaths WASHINGTON (^) — Federal records associate the deaths of 15 persons in this country with the external use of germ-killing solutions containing hexachloro phene. The antibacterial cleansing agent in most cases was pHiso- Hex, manufactured by Winthrop Laboratories and containing 3 per cent hexachlorophene (HCP), ac cording to Food and Drug Admin istration records. The manufacturer denied any link between the deaths and the use of pHisoHex. HCP, once widely used in pop ular deodorant products sold over the counter, was banned from all but prescription products in Sep tember. In announcing the ban, the FDA cited the deaths of 39 French in fants and a university study cor relating frequent bathings with HCP solutions and brain lesions in premature infants. But the agency did not tell newsmen of HCP’s association with the 15 U.S. deaths even though it was aware of them. Asked why, an agency spokes man said the French and univer sity reports formed “the impor tant data.” “Our action was fully respon sive on the basis of the data as it was being developed,” he said. The FDA records do not list HCP as cause of the 15 deaths, which occurred between 1954 and 1971. Instead, they are reported in a September, 1972 FDA summary under a category entitled: “Fatal Reactions Associated with Topical Use” of HCP. The FDA summary also lists several nonfatal reactions and other deaths associated with acci dental swallowing of products containing HCP. Many of the 15 deaths under the topical use category occurred during a period when Winthrop Laboratories was not reporting any adverse reactions to the prod uct to the FDA. An official of Sterling Drug, Inc., which owns Winthrop Lab oratories, said in a telephone in terview that the deaths noted in the FDA report “are not pHiso Hex deaths.” “Just because someone happens to be bathing with hexachloro phene at the time he dies doesn’t mean he dies from hexachloro phene,” said Dr. Monroe Trout, Sterling’s medical director. The FDA records on fatal re actions associated with HCP cite instances in hospitals of the use of pHisoHex on burns and in ene mas and vaginal packs. The dead included both adults and children. Resolution against HCP last September, the FDA noted reports that the French infants died as a result of baby powder accidentally con taining 6 per cent HCP, double the intended dose. Earlier, in December 1971, the FDA sent a drug bulletin to 600,- 000 doctors and other health pro fessionals, warning them to dis continue use of products such as pHisoHex in routine bathing of infants and adults. The bulletin cited studies by Winthrop which showed that mon keys bathed in a 3 per cent HCP solution for 60 days had develop ed brain lesions. PANAMA (A*) — Ambassador John Seali, using the third Amer ican veto in United Nations his tory Wednesday night, killed a Security Council resolution urging the United States to conclude “without delay” a new treaty gov erning the U.S.-run Canal Zone. The vote was 13 to 1, with only the United States dissenting. Seali, who became Washington’s top U.N. delegate two months ago, said it was not “appropriate or helpful” for the United Nations to get involved in what he called a bilateral issue between Washing ton and Panama. Riley To Speak In Colloquia Dr. Peter Riley, University of Texas at Austin, will be the fea tured speaker at the continuing A&M Cyclotron Institute colloquia March 27. Dr. Riley will speak on “Spec troscopic Studies with Noble Gasses” at 3:30 p.m. in Room 221 of the Cyclotron Building. Refreshments will be served at 3:15. The public is invited. The resolution was sponsored by Panama, Guinea, Peru, Sudan, Yugoslavia, Kenya, India and In dochina. Panama demands control over the canal that was built through its territory by the Unit ed States early in this century. Council President Aquilino Boyd, the Panamanian envoy to the United Nations, called for a vote with a show of hands. The resolution on which the 15- nation council voted was a wat ered-down version of the original submitted by Panama. Britain ab stained in the vote. The United States previously has used its veto power in the council to block a proposal for severing all communications with the white minority government cf Rhodesia in 1970 and a Mideast resolution in September 1972 di rected against Israel. The meeting in Panama, which began last Thursday, was the Se curity Council’s first in Latin America. Brig. Gen. Omar Tor- rijos, the Panamanian leader, in vited the council to meet here to attract world attention to Pana ma’s dispute with Washington over the U.S.-run canal. But he added the United States be lieves it should “continue to be responsible for the operation and defense of the canal for an addi tional specified period of time.” The 550-square-mile canal zone, which links the Pacific and Atlan tic oceans, has been in U.S. hands since 1903, the date of the exist ing treaty that gives the United States control “in perpetuity.” Panama has been trying to ne gotiate a new treaty for nine years.
