No reason was given by either side for the cancellation of the meeting, which had been an nounced by the White House on Monday. The site for Wednesday’s ren dezvous remained undisclosed. It will be selected by the Americans in accordance with an agreement reached between the negotiators whereby each side alternately picks the meeting place. Dr. Clifford H. Wells of Pratt & Whitney Cor poration delivered the presenta tion speech, citing Dr. Thompson for his leadership in strengthen ing the division. Secretary o f Transportation John A. Volpe announced the promptly challenged security reg ulations while Secretary of State William P. Rogers disclosed he is submitting to Cuban authorities a hijacking agreement intended to forestall further use of that Communist country as a haven for hijackers. Volpe directed the airlines to implement within one month pro cedures for electronic screening of all passengers and for inspec tion of all carry-on items acces sible to passengers. He asked also that airport op erators submit within 30 days plans for the stationing of armed guards at checkpoints during periods when passengers are boarding - . Full implementation of the plans would be required with in 60 days. Benjamin O. Davis, assistant secretary of Transportation, told a news conference that federal funds will be used to acquire the electronic metal-detection equip ment in a program which already is underway. But he said the rest of the program — passenger screening and the placement of armed guards — will be the responsibil ity of the airlines and the airport operators although Volpe cated these costs will be f on to travelers, presumably ij the form of higher fares.
