Romney also blamed what he called fast-buck artists for many of the woes that have descended on the government’s programs to help inner-city residents buy or rent decent housing. Romney told the House sub committee on housing Tuesday that state action is needed to get settlement costs down to a rea sonable level. Call after 6. 822- and the Veterans Administra tion, Romney said “costs are un reasonably high in many areas, but not in all.” A major problem, Romney said, is that whatever competi tion exists in the business of clos ing residential real estate trans actions “is directed toward other participants in the industry and not toward the home-buying pub lic.” He continued: “Lenders compete to get busi ness from realtors or escrow companies. Title companies com-i pete to get business from attor neys, brokers and lenders. “Frequently, this competition takes the form of an elaborate system of referral fees, kick- backs or commission. . . .” Romney said the Housing de partment and Veterans Admin istration are moving to set max imum settlement costs on trans actions involving government- guaranteed loans and these may set a good example for conven tional loan transactions. But he said the states should attack fundamental problems by, for example: —Improving systems for re cording and indexing deeds and other documents. —Changing laws to eliminate title clouds caused by old or min or and technical defects. —Regulating title insurance rates and practices. —Prohibiting commissions, fee splitting and similar arrange ments not justified by perform ance. Discussing foreclosures and abandonments Romney said. “In the inner-city market cre ated by our efforts moved a group of fast-buck artists: spec ulators, unscrupulous developers and purveyors of poor workman ship.” Grant given accounting department A $1,000 unrestricted grant by Peat, Marwick, Mitchell and Co. has been made to the Accounting Department at A&M.
