Premier Kim Jong-Pil told the Assembly that Park declared the national emergency to prevent an armed invasion which North Ko rean Premier Kim U-sung may launch against the south because of a miscalculation. Kim said Park does not share an “idealistic” view that there would be no Communist attack. Kim termed such a position one sided. Some opposition politicians and the U.S. State Department de clared there 4s no evidence of an imminent attack. Kim said the government does not intend to curtail basic rights and freedoms guaranteed in a free society in implementing gov ernment policies under the state of emergency.
