• - • CADET SLOUCH by Ji m Earle Listen Up the batt forum Editor: I will try to keep my emotions intact — which is difficult for a little immature boy in my situa tion to do. Unfortunately I have a bad habit of praising my fe male victims with a very cultured cat-call (as a junior I have had plenty of practice) which seems to cause hatred and even nausea among those lucky martyrs. I can’t understand it. After all, I live in beautiful Leggett Hall without a phone, a car, or money enough to go to Austin or La Grange, and yet I still get this impulse to cat-call at everything that walks with short skirts cal- Airport Debated “Okay, I can’t take it any longer!” Do you have a TV set in there? (Continued from page 1) 000 damage. Fortunately, you can repair aircraft,” he said. Cashion added that the exist ing runways have a very short life expectancy left, before they are unusable. An airport authority, Cashion said, would consist of five people appointed by the county com missioners who would have “authority to negotiate, regulate, manage and to do whatever is necessary to provide adequate air facilities.” It has the ability to tax, he said, according to the enabling act, up to 20 cents per $100 as sessed valuation. Cashion said he did not know what alternative to the airport authority there could be. The Chamber of Commerce feels this is a solution to the problem of adequate air trans portation, he said. Thus, they re quested by petition that the coun ty commissioners call an election for the establishment of an air port authority. In the question and answer session, Mrs. Mary Bryan of Col lege Station expressed a number of the sentiments others in the audience mentioned: She said that the issue did not seem to be whether the people favored better airport facilities, or even an airport authority, but rather whether they favored the airport authority defined in House Bill 189, the special act enabling the county to set up an authority if it wishes. The bill, she said would set up a governmental unit which would be governed by a board of five appointed men. At a meeting of this board, she said, three would constitute a quorum, two would constitute a majority. The way this bill is written, she said, you could then have a circumstance where two men who are appointed, who are not directly responsible to elec torate would be making the major decisions. “These people would have the power to tax, to float bonds, to condemn property, to move high ways, to reroute pipes, to define air zoning—in short, to have the powers of a municipality in re gards to an airport. “It seems to me to be a great deal of power to give to appointed people.” Mrs. Bryan said. tonight on the tube 5:00 3 (5) General Hospital 15 (12) Misteroger’s Neighborhood 5:30 3 ( 5 ) CBS Evening News (12) Sesame Street ( 5 ) Evening News (5) Lancer (12) Campus and Community Today (12) What’s New? According to the bill, Mrs. Bry an said, there is no provision to channel airport profits back to the public. She and others who spoke against the proposed authority were applauded by other members of the audience. Cashion maintained that there is not one power the board would have that is not possessed already by the commissioners court. Councilman Joe McGraw an swered that the commissioners are elected officials, but the board members would not be. Later in the session, McGraw said that Texas A&M would con tinue ownership of the airport and maintain management control of the facility, in accordance with House Bill 188. “Not necessarily,” Cashion said. “Don’t believe it.” “I shouldn’t believe what I read ? ” McGraw asked. “No, I don’t believe that’s what the bill says,” Cashion replied. Vestal said that if the airport authority wished to improve Eas- terwood Airport, then the A&M Board of Directors would have to decide whether to lease it to them. They have not indicated they will do that, Vestal said. Of course, now we have two non-elected bodies dealing with each other, the A&M board of directors and the airport author ity board,” Councilman Jim Doz ier said. Dozier added that the questions on the airport issue do not center “how we’re going to get them, how we’re going to pay for them, and who’s going to run them.” to know,” he said, “and this bill flat doesn’t tell anybody.” Councilman C. H. Ransdell said he believed the university wants because it doesn’t Want the re sponsibility to develop or main tain the airport.
