In Manila, Foreign Secretary Narciso Ramos called the an nouncement of Prime Minister Tunku Abdul Rahman “a serious mistake . . . belligerent, belli cose." But leaders of both nations said they had no intention of re sorting to force. Rahman emphasized to news men in Kuala Lumpur this nation was suspending—not breaking— diplomatic ties with Manila. “We will maintain only a skele ton administrative staff there,” he said. Demonstrators turned out in Kuala Lumpur and other major towns in Malaysia to voice sup port of Rahman’s action and pledge to defend Malaysia “to the last drop of our blood.” “Let us hope there is no blood shed,” Rahman said. “Malaysia is preparing for the worst but hoping for the best.” Support came also from a Brit ish military official in Hong Kong. “We fully support the case that Sabah is part of Malaysia,” said Gen. Sir Michael Carver. He told newsmen five British Royal Air Force jet fighters flew over Sa bah Thursday at Rahman’s re quest. But he added the request was made before President Ferdi nand E. Marcos of the Philip pines signed the law in Manilla Wednesday. Rahman’s move suspending re lations and abrogating the treaty was seen by diplomats here as a Malaysian attempt to shift the burden to Manila. “Now if relations are going to be completely cut, it’s going to have to be Marcos who calls for it,” one informant said. Malaysia’s decision to with draw from the anti-smuggling pact came as no surprise. Smuggling between Sabah and the Sulu Islands, at the southern tip of the Philippines chain, has reportedly cost the Manila gov ernment $100 million a year. The illicit trade is plied by so- called barter traders from the Sulus, who cart Philippines raw materials to Sabah and return with such goods as cigarettes, transistor radios and other small consumer items. Many of these items carry tar iffs as high as 300 per cent in the Sulu Islands. Malaysia, however, has never condemned the barter trading and some officials have stated in the past that it went along with the pact solely as a show of unity with Manila after relations be tween the two countries were established two years ago. The Philippines did not recog nize Malaysia when it was form ed in 1963 of the former British colonies of Malaya, Singapore Sarawak and North Borneo. North Borneo is now Sabah. Singapore has since withdrawn. Sabah, with nearly 500,000 per sons living in its 29,388 square miles of territory, is on Borneo’s northern tip. It is about 1,000 miles east across the South China Sea from the Malaysian main land. The Sulu Archipelago be gins about 40 miles off its north east coast. The Philippines is land of Palwan is about 60 miles north. The Philippines contend the territory which is now Sabah was ceded to Britain in 1877-78 by the sultan of Sulu, whose des cendants are Filipinos. But the Philippines secretary of justice, Claudio Teehankee, said in Manila Marcos’ law “does not include the physical incorpor ation of Sabah — but is only a statement of our right to claim Sabah.” Rahman, however, called Mar cos’ signing of the law an act that is “tantamount to aggres sion.” Marcos said the Philippines had no plans to seize Sabah with military force. Vietnamese Fire Into Cambodia SAIGON (A*) — South Vietna mese forces have fired 105mm howitzers into Cambodia to silence Viet Cong guns shooting across the border, the commander of South Vietnam’s 3rd Corps said Tuesday. Lt. Gen. Do Cao Tri said his troops fired across the frontier last Friday after they were shelled by enemy mortars cover ing the retreat of a fleeing band of Viet Cong who had tried to overrun a government outpost at Phuoc Tan. He said he expected the Cam bodian government to complain about the attack. But the Saigon government claims it has the right to fire on gunners shooting at them from inside Cambodia and to engage in “hot pursuit” of enemy units that seek sanctuary across the border. Cambodia has repeatedly de nied that the North Vietnamese and Viet Cong are based on its territory. Tri made his announcement soon after American B52 Strato- fortresses dropped 750 tons of bombs in saturation patterns along enemy infiltration routes near the Cambodian border northwest of Saigon. Most of the strikes were eight or 10 miles from the frontier.
