S., rather than around it, ranks high in Department of Transportation plans, Deputy Under Secretary Paul Sitton noted Friday at Texas A&M’s 10th annual transportation con ference. The “land bridge” program typifies DOT’s “system” or “team” approach which, Sitton said, stresses coordination, facili tation and standardization. Sitton joined with Federal Rail road Administrator A. Scheffer Lang in presenting a special briefing on the one-year-old de partment for 200 transport lead ers from throughout the nation. Under the “land bridge” con cept, Sitton explained, shipments originating in the Pacific and headed for Europe, or vice versa, would come by ship to the U. S., be transferred to train or truck for the trip across the continent and placed again on ship for the remainder of the journey. Money now spent to pay foreign flag ships for carrying goods by water around the U. S., he con tinued, would instead go to this nation’s rail and truck lines. He said U. S. vessels also would benefit. “ULTIMATELY, the land bridge could improve by billions of dollars the balance-of-pay- ments position of the United States,” the deputy under secre tary contended. “Goods would move less ex pensively and more quickly,” he added. “Perishable produce grown in Hawaii or California could be sold at reasonable prices in the markets of Paris.” The technological advances re sulting from use of the “land bridge” would be made available to all the nation’s shippers, Sit ton pointed out. HE SAID the objective now is to work together to move either a shipment of goods or a single box, a load of passengers or one trav eler, from one point to another as quickly, safely, conveniently, efficiently and economically as possible. Sitton said airport access and congestion is an area of particular concern for DOT, as is the effect of the nation’s highway program on its cities. He said the depart ment is joining in cooperative projects to help airport facilities keep up with the technological pace set by aircraft designers. It also is assisting local govern ments in integrating transporta tion and the urban environment. LANG outlined the new Fed eral Railroad Administration’s high-speed transit program for the nation’s so-called “Northeast Corridor.” He said the type trains now being tested for utilization over existing track are a step beyond both the widely publicized Japa nese equipment and the best European models. For possible future use, FRA’s High Speed Research and De velopment Group is studying an auto-on-train ferry-type concept, Lang noted. Other unconventional research is concentrated in high-speed, tracked, air-cushion vericle (TA CV) and tube vehicle systems. “BOTH OFFER promise for operation well above 250 mph,” the administrator observed. He said the immediate goal of the TACV project is to build a research vehicle and guideway within the next 24 months, with subsequent tests providing a basis for preparing demonstrations of a high-speed TACV in uses such as airport access and inter-city passenger service. Lang also reviewed FRA’s work in railroad and grade-crossing safety. MATSON HONORED AGAIN The National Collegiate Athletic Association has recog nized world champion Randy Matson of Texas A<fcM as a student and athlete. The “tall man” receives a $1,000 check from A&M President Earl Rudder (right) who repre sents the NCAA in awarding the NCAA Postgraduate Scholarship. April Weather Turns Winter Into Summer For Twin-Cities April is a transitional month or weather in Bryan, College Station and East Central Texas. Texas A&M Meteorology De partment records surveyed by Prof. John F. Griffiths show the first hint of summer amidst traces of winter. The department climatologist said an average warming trend of about 10 degrees usually oc curs during the 30-day period, when the wind is mostly from the south or southeast, cloud cover age is complete about a third the time and clear skies account for another third. “Average rainfall is 3.7 inches, about a tenth of our annual amount,” Griffiths said. Record monthly totals are 12.5 to .3 inches. “On the average, there are seven days of rain during April,” he added. “The highest amount for a 24-hour period is 5.3 inches and we have about one chance in 10 of getting as much as three inches during a day.” He said the average afternoon temperature is 79 degrees while the early morning low averages 57. April’s highest recorded tem perature is 96 degrees, the low 26 degrees. “There have been days during the month when the temperature has not risen above the mid-40s. The latest freeze has come as late as April 13, but temperatures of less than 40 degrees are rare after the middle of the month.” Sunrise on April Fools Day is at 6:13 with sunset at 6:43. At the end of the month, when daylight saving time will be in effect, sunrise and sunset are 6:41 and 8:01, respectively. CHICAGO — The Ameri can Bar Association announced today formation of a committee which will work to set up guide lines throughout the nation for news coverage of arrests and pending criminal cases. Creation of the seven-man ABA Legal Advisory Committee on Fair Trial and Free Press was authorized by the association’s House of Delegates last month after it adopted recommendations of the Reardon Committee. The Reardon Advisory Com mittee on Fair Trial and Free Press recommended that courts and law enforcement agencies re strict information given to the news media about arrests and pending criminal cases. Judge Edward J. Devitt of the U. S. District Court in Minneapo lis was named chairman of the new legal advisory committee. THE ABA House of Delegates specified' that the functions of the legal advisory committee will be two-fold; (1) To work through state and local bar associations and other organizations to make the recom mendations of the Reardon com mittee effective, and (2) “To encourage cooperation of the bar and the media of com munication in voluntary measures to protect the rights of fair trial and free press.” SOME lawyers, including Al fred J. Schweppe of Washington state, a member of the ABA House of Delegates, have express ed the opinion that the designa tion of the legal advisory commit tee’s functions puts voluntary plans between the bar and news media on par with the compulsory Reardon, plan. Some states, including Wash ington, have voluntary plans that set up guidelines for reporting criminal proceedings and similar plans are under study in some other states.
