Congress Aids Health Program By CARL P. LEUBSDORF WASHINGTON <A>) _ The House voted Wednesday to in crease federal funds for rat ex termination by adding $40 million to the authorization for state health programs. Enough congressmen who had voted in July to reject the John son administration’s proposal for a new rat extermination program by 31 votes switched sides to give 227-173 approval to the bipartisan proposals. It had been okayed tentatively by one vote on Tues day. The amendment by Reps. Henry S. Reuss, D.-Wis., and Charles Mathias Jr., R.-Md., adds $20 million in each of the next two years to the authorizations for rants for state projects, putting the sums at $90 million this year and $95 million for fiscal 1969. The amendment was supported by 159 Democrats and 68 Repub licans and opposed by 63 Demo crats and 110 Republicans. The money is distributed to the states to meet what they consider their primary health problem. Some 12 states already have in cluded rat control in their state health programs and sponsors of the amendment made clear in de bate they intended to help fund such requests. The House rejected 155 to 81 an emergency $58-million hospital aid program which Democrats on the Commerce Committee had written into the bill. The money had not been requested by the administration. The House then passed the en tire bill, containing $932 million in new authorizations through fiscal 1971, by a vote of 395 to 7, and sent it to the Senate. The health bill adds $48.5 mil lion to the existing $157 million authorization for this year and authorizes $256 million for fiscal 1969, $284.5 million for fiscal 1970 and $343 million for fiscal 1971. The actual money will be voted in another bill later. The Chicago White Sox pitchers turned in 22 shutouts in 1966.
