The scholarships provide two years of study starting in September. Each scholarship will provide the cadet with an allowance of $50 a month for the duration of his award, plus the cost of tuition, textbooks and fees. Recipients have completed two years of ROTC training, Col. D. L. Baker said. He was notified as professor of military science at Texas A&M of the selection of the Aggies. Those chosen are: Jim Bob Mitchel, of Amarillo; Robert M. Miller, Colorado Springs, Colo rado; Robert W. McConnell, Fort Sam Houston; Edward A. Carri- go, Howard Air Force Base, Ca nal Zone; Alan R. Miller, Milan Tennessee. Each recipient was nominated by Colonel Baker and universi ty officials. Nominations were made on the basis of academic and extracurricular record, per formance during the first two years of ROTC, qualification test scores, physical fitness and in terviews. The Army ROTC program pro vides approximately 85 per cent of the new officers entering the Army each year. This is about 20 times the number of officers commissioned annually at West! Point. Almost 12,000 ROTC graduates from 247 colleges and universities are being commissioned this year. Each will serve as a second lieu tenant in the Regular Army or Army Reserve. The 400 high school graduates to receive four-year Army RQTC Scholarships will be announced this month. These scholarships carry the same benefits of two- year awards. BILL MOYER Bill Moyer An Ex-Student Of A&M Prof By BOB PALMER Bill Moyer, new Presidential press-secretary, spent three of his years at North Texas State stu dying under Delbert McGuire, who is now head of the journa lism department at A&M. “At North Texas Moyer was a top student, active in student affairs and he held an office in the senate,” McGuire recalls. Before going to North Texas, Moyer worked on the Marshall News-Reporter, starting at the age of 12 reporting Little League games and getting his first by line at 15. When Moyer left for college the News-Reporter re commended him as a “Good work er and excellent reporter.” McGuire says Moyer had a definite philosophy about press relationships. He thought the press should have the opportunity I to cover a story fully, but in return should live up to its re sponsibility of keeping the story accurate so that no legislative action restricting the freedom of the press would be necessary. Though Moyer never worked on a metropolitan newspaper his former teacher believes that this change in press-secretaries should help both the press and the President. Looking ahead, McGuire says, “Bill is a young man in a hurry, he already holds a job at 31 that is usually held by a man of 50.
