RATLIFF Associated Press Sports Writer In 1949 the Southwest Confer ence adopted a rule that reads: “All criticism in Southwest Con ference athletic events should be submitted in writing to the execu tive secretary and not be communi cated to the press by coaches or other representatives of member schools.” It was passed following some tough criticism of the officiating in the Arkansas-Texas Christian football game. THE SPORTS writers immedi ately labeled it the gag rule. The conference never has liked that designation but since it can’t gag the sports writers—which it ob viously would like to do—it can’t do anything about it. Candidates should bring a dictionary. 181t8 Regalia For The January 1964 Commencement Exercise All students who are candidates for the degree of Doctor of Philosophy are required to order hoods as well as the Doctor’s caps and gowns. The hoods are to be left at the Registrar’s Office no later than 1 :00 p.m., Tuesday, January 14 (this will be accomplished by a representative of the College Exchange Store). The Ph.D hoods will not be worn in the procession since all such candidates will be hooded on the stage as part of the ceremony. Candidates for the Master’s Degree will wear the cap and gown ; all civilian students who are candidates for the Bachelor’s Degree will wear the cap and gown ; ROTC students who are candidates for the Bachelor’s De gree will wear the appropriate uniform. All military personnel who are candidates for the degrees, graduate or undergraduate, will wear the uniform only. Rental of caps and gowns may be arranged with the Exchange Store. Orders may be placed between 8 :00 a.m., Wednesday, December 11 and 12:00 noon, Saturday, January 11. The rental is as follows: Doctor’s cap and gown $5.25, Master’s cap and gown $4.75, Bachelor’s cap and gown $4.25. Hood rental is the same as that for the cap and gown. AT LEAST, it is assumed there was a discussion because there had been some public criticism of the officials, notably by Coach Hank Foldberg of Texas A&M, and the conference surely didn’t let viola tion of one of its rules slip by without a least talking it. It had taken action in two in stances of the past, putting South ern Methodist on probation in one and reprimanding Coach Frank Broyles of Arkansas in the other. WHAT, IF ANY, cases have been handled and not announced isn’t known. The conference would n’t say. But the reason for not announc ing at this time, in view of the wide publicity given to the case, can only be conjectured. Some think there were penalties meted out but no announcement made because the conference just wanted to show the press it could keep it away from the news. HOWEVER, THIS doesn’t seem as reasonable as the theory that the conference is itself sick of the gag rule and all the criticism that goes with it but since it didn’t mete out any penalties it didn’t want anybody to know it was mak ing an exception in enforcement of its rule. That would be losing face. Eliminating the gag rule al so would be losing face. The general belief is that the conference found its officiating un der par and that it thought perhaps some criticism might have been justified. But it couldn’t say that because it would be refuting its own rule that says the officiating can’t be criticized publicly no mat ter how it turns out. The gag rule is nothing but throttling free speech, something which the conference officials cer tainly have and for which they would fight to retain. NO OTHER conference in the country has such a rule. The other conferences get along just as well, if not better, without it. The view of the press is that if the coaches are permitted to speak their minds about the officiating, it will improve the officiating. In other words, if the official knows he’s not going to be public ly taken to task he’s not inclined to work as hard. THE OPINION HERE, however, is that most criticism of the offi ciating came because of the many close games, the close race and so many judgment plays. The offici ating was just naturally watched closer and judgment questioned more. The Southwest Conference be lieves itself to be the best in the country. Its handling of recruiting practices and its enforcement of its rules so that nobody can get by with anything certainly is top flight. BUT IT CERTAINLY doesn’t appear to want to get along with the press—the fellows who publi cize the games and activities and boost it at every opportunity. The reward is having the news held out on them. Perhaps the conference is being considerate after all; perhaps it doesn’t want the boys of the press to have to work so hard reporting all the ac tion! Then again that may be the con ference’s not so sly way of gag ging the press.
