The Battalion College Station (Brazos County), Texas PAGE 8 Thursday, September 19, 1957 Gilc h ri st /ipproves Stale Water Plan (-#*)—A&M’s water research cen ter director, Gibb Gilchrist, yester day voiced faint approval of the proposed 200 million dollar Texas water bond plan but said the state’s water program is now on a ‘ sand foundation.” Ke said more important is the statewide water plan proposed by Gov. Price Daniel for submission to the Oct. 14 special session of the legislature. “Without having laid the solid foundation on which an adequate water for Texas program must rest, we still insist on building parts of the structure first, Gil christ told more than 100 confer ees at the closing of the third annual Water for Texas Confer ence. Voicing mild support for the 200 million dollar water reservoir fi nancial aid program, Gilchrist said, «It’s purpose is good. It’s mych better than building nothing.” But he emphasized what he call ed three specific requirements still unfilled. He said they were: 1. The legislature should create a single responsible body to pass on all matters of finance and ad ministration for a Texas water pro gram . 2. Texans should be given the chance to vote on a constitutional amendment authorizing an ad valo rem property tax for statewide planning and continual organiza tion. 3. Put a value on water. It should (joe neither cheap nor- free. “It is my firm conviction that if the people of Texas ever got to vote for a tax to promote water for Texas and with adequate and truthful facts before them, they will vote ‘aye’ overwhelmingly,” he said. The monarch named Sarit mili tary custodian of Bangkok. Sarit headed the military junta ■ that drove out Premier P. Pibulsong- gram Monday night. The deposed Premier disappear ed and there were reports that the ruling junta is inviting him back home with promises for his per sonal safety. The King dissolved the old Par liament and appointed 123 new representatives who are to sei've until new elections can be held within three months. Actually, up to 99 per cent of the King’s new appointees are be lieved to be holdovers from the last Parliament. Several former police officers were among the nominees. » The King’s decree stressed that the 1932 constitution remains in effect. There was no indication when st new Cabinet will be named .
