The reports were made to a House Ap propriations subcommittee at secret sessions last February but were not made public until yestei-day. Paul Mamaliga will receive a service star, and Tex McCannon will get his den chief cord. the Communists make more con ciliatory gestures. * * ★ SAN ANGELO—A former Hous ton cab driver testified yesterday that Harry Washburn jr. offered him money to kill Harry Weaver, San Angelo architect. The testi mony came as Judge Joe L. Mays conducted a hearing on whether to set bond for Washburn, who is charged with murder in the Jan. 19 car-bomb slaying of Mrs. Weaver, his former mother-in-law. ★ ★ ★ MOSCOW—A joint session of the Foreign Affairs committees of both houses of the Soviet Par liament yesterday recommended that the Presidium of the Su preme Soviet cancel the British- Soviet alliance. What I would like to see is for us to have fair representation in the senate.” Cocanougher explained that he wanted proportionate representa tion and ‘ not necessarily equal membership. “If there are more civilian stu dents, then we should have more senators; but if there are more corps students, then they should have more senator’s,” he said. “I want fair representation.” The motion to exclude the Stu dent Life committee members if the SLC recommendation went into effect Was/ made by Hugh Lank- tree. The motion passed by a 10-0 vote, Robert O. Murray, civilian dorm itory counselor, suggested that the council send a letter of appeal to the Student Life committee. Burl Purvis moved such an ap peal be sent to the SLC and a copy of it go to the Academic council. Jones said, “I don’t see why if our reasons are good enough we can’t get it.” He then moved that the letter be worded to mean the council would like to have the civ ilian SLC members elected from the council, but if this did not get approval, then the council would like for the members to be elected at large. His motion passed 8-2. In other action, the council vot ed to appoint a civilian chaplain and committee was set up to ap point a man for next year. Thg requirements, as outlined by the council, are as follows: He must be a professed Christ ian; must be sensitive and recep tive to the needs of the students; must be well-liked, able to get along with others; must have a 1.0 grade point ratio; must live in a civilian dormitory; and may be of any class. Anyone interested in applying for the post can contact John Hen derson or J. Gordon Gay, YMCA secretary. The function of the chaplain would be to advise on the spiritual welfare of the civilian students, arrange Bible studies in the civ ilian dormitories, work with the corps chaplain in arranging honor guards and other details for Sil ver Taps ceremonies, be respon sible for returning thanks in' the civilian dining hall, and in gen eral be the civilian student’s laison in all religious matters. He would also be available to give invocations and benedictions at public functions, as requested by the college officials.
