No person shall be expelled or dismissed unless he la served in person or by registered mail with a [written statement specifying the charges and naming a date and place at which such person may appear and answer the authority of this Act shall be entitled to appeal within thirty (80) days of such expulsion or difemissal to a district court in Travis County, Tjexas. In any such appeal the -written transcript of evidence adduced before the pres- iaent or person designated by him pr the governing board or com mittee thereof shall be admissable in evidence fqr all purposes. Section 9.
