College and other re sidents of College Station, accord ing to a list prepared by L. S. Paine and W. L. Penberthy. In announcing the counsellors, it was suggested that in all cases the Scout plan his advancement pro gram with the Scoutmaster and that after agreement with the DR. N. B. At the first meeting with the counsellor, the Scout should present an ap plication blank, signed by the Scoutmaster, which indicates that the Scout is ready to work on his merit badge.
