THE B A T T A LION WAR DEPARTMENT RATING OFFICERS INSPECT R. O. T. 0. (Continued from Page 1) the remaining batteries gave demon stration of smoke bombs and the soph omores and freshmen received in struction in pistol firing at the pistol range. The Air Service went through its usual drill schedule and the cavalry, minus one troop on duty at the mounted drill field, gave an exhibition of outpost duty on the Navasota road. In the afternoon the Signal Corps demonstrated the various types of communication and the ifantry jun iors went to the trenches on the Col lege Park road and worked out a de fense problem. On Tuesday morning, the inspec tors visited the various classes in the theory of Military Science of all branches. That afternoon a group of infantry juniors worked out a combat problem with machine guns. A pla toon of infantry sophomores also fired a combat problem on the rifle range, using service and automatic rifles. Colonel Potts and Major Lee ex pressed themselves as being well pleased with the work of the corps as a whole. The official rating that A. and M. will receive will not be known until the reports of all the inspectors of the R. O. T. C. units scattered over the country have been made, but there seems to be every probability that A. and M. will be listed as a Dis tinguished College for the fifteenth consecutive time. FEW CHANGES IN FOOTBALL RULES HAVE BEEN MADE (Continued from Page 1) get just about as much distance with out the use of the tees and the start of most games became only a formal ity for the ball was usually kicked over the opponents goal line and the receiving team would then put the ball in play on its own 20-yard line. Under the new rule one of the best plays of the game will again be seen. 2. When defensive team is off side it shall be penalized 5 yards but offensive team shall not receive a first down unless the distance penalty carries the ball in advance of the for ward stake. The down shall rema.n the same. This change was made in order to equalize the penalty for ofi- side by the offensive and defensive teams. Under the old rule if the of fensive team was off-side it was penalized only 5 yards but if the de fensive team was off-side it was not only penalized 5 yards but in addition the opponents received first down. This new rule will help do away with the plays that some coaches formu late for the sole purpose of getting the defensive team off-side when near the opponents goal line. 3. When a kick is blocked by a member of either side the ball shall go to the side recovering it if the ball does not cross the line of scrimmage. A down shall be counted if the kick ing side recovers. If ball is partially blocked and does cross the line of scrimmage it shall be played as if it had not been touched. Under the old rule there was a distinction between kicks blocked by the defensive side and those blocked by a member of the kicking side. Under the old rule if the ball was blocked by a member of the defensive team and recovered by a member of the offensive team the kicking team received the ball where it was recovered and in addition re ceived a first down which was an in justice to the defensive team. This new rule eliminates the distinction be tween kicks blocked by the offensive side and those blocked by the defensive team. Formerly a ball blocked by a member of the kicker’s team went to the other side at the point of con tact. In the case of partially blocked kicks that cross the line of scrimmage the new rules provide that it shall be just as if the ball had not been touched and play will proceed accordingly. This rule will take a considerable burden from those officiating because it has always been hard to tell which side touched the ball, also it will prevent the defensive players who are receiv ing the kick from being placed in an embarrassing position. Many times they did not know the ball had been touched by a member of their side. Also, the ball was frequently deflected in such a way that the kicking side had a better opportunity to recover the ball. Thus the defensive team had to suffer for good work performed. A partially blocked kick by the de fense that crosses line of scrimma will not place members of the kicking team on-side. 4. Doctor or Trainer may come on the field to attend an injured player without receiving permission from an official. He must, however, report to refereee or umpire before attending to player. In the past the trainers and doctors were compelled to attract the attention of an official and receive permission to go on the field before attending an injured player. Often, an injured player would be noticed from the side lines but the trainer could not attract the attention of the officials in time to get on the field before another play was run off. 5. Winner of the toss may elect to kick-off, receive, or defend either goal. Foremerly the captain of the team winning the toss could choose to defend a certain goal or kick-off. 6. Penalty for clipping shall be 25 yards from point where foul occurred Under the old rule the offended team could order the 15-yard penalty meas ured from either spot of the foul or REED & PRAGER CONFECTIONERY New shipment of finest Easter Candies.
