Kidnapped narcotics agent found dead

MEXICO CITY — Ambassador
John Gavin officially confirmed
Thursday that one of two bodies
found in plastic bags on a Guadala
jara ranch was that of kidnapped
U.S. narcotics agent Enrique Cama-
rena Salazar.
“It is very painful for me to have
to announce officially that one of the
bodies ... is indeed Enrique Cama-
rena,” Gavin told a news conference.
Medical specialists had deter
mined earlier that the other body
found on the ranch, where police
shot it out with alleged drug dealers,
was that of Camarena’s pilot, Al
fredo Zavala Avelar.
Both men were abducted a month
ago in Guadalajara, which is consid
ered a center of the Mexican drug
trade.
Mexican police went to the ranch,
about 60 miles north of Guadalajara,
Saturday looking for clues for Sala
zar, 37, and Zavala. They were
greeted by gunfire and five people
were killed, including a police offi
cer.
The bodies were found, in the
bags in a field, when police went
back to the ranch on a tip Tuesday
night.
The men were kidnapped sepa
rately Feb. 7 in Guadalajara. Gama-
rena, an agent of the U.S. Drug En
forcement Administration, was
abducted within sight of the U.S.
consulate and Zavala was seized by
gunmen while on his way to the air
port.
U.S. officials say there are as
many as 75 major drug traffickers I
and 18 large gangs in Mexico, and
much of their activity is centered in
Guadalajara.
Discovery of the bodies ended I
nearly a month of frustration for
U.S. officials, which arose initalh
from a slow response by Mexican an
thorities that brought some calls for
sanctions against Mexico.
Gavin indicated at a news confer-1
ence Wednesday, however, that joint |
anti-drug efforts will continue.
"We have an ongoing war,” he I
said. “There are losses in this war.As
we continue prosecuting the war
against illegal drugs, there isavenj
real possibilty that our own agents.

Securities company crash
stops Beaumont bond sale

FORT LAUDERDALE, Fla. —
Beaumont, Tx., has been forced to
postpone a $32 million bond sale in
the wake of the billion-dollar col
lapse of a Fort Lauderdale securities
company.
“We’ve never seen anything like
this before,” said Charles Harper,
director of the regional Securities
and Exchange Commission office in
Miami.
The Beaumont bond sale had
been set for next week but the city
was placed on a credit watch because
it had $21 million invested in ESM
Government Securities, Inc.
Pompano Beach could lose $11
million, or one third of its total in
vestments, while Tamarac has $7
million invested, or 40 percent of its
total.
“There are some municipalities
that can’t meet payroll or face other
horrible situations,” said ESM’s
court-appointed receiver, Thomas
Tew.
He told The Miami Herald, that
while ESM ran up extensive trading
losses since 1977. it was loaning $30
million to company officers.
Officers also made more than I
$250,000 a year, gave themselves a
million-dollar bonus last year, and
leased Jaguar and Mercedes Benz]
automobiles, the newspaper re
ported.
A federal judge ordered the com
pany closed Monday after auditors]
found ESM had borrowed $1.6 bil
lion from its customers, loaned out
$1.3 billion, and did not have the |
$300 million difference.
