emptive strike against an immi
nent Iraqi-anned attack.
“The main justification that
was presented for the war, the
existence of weapons of mass
destruction, was without convic
tion,” he said. “The search
through the nation was success
ful, but the diagnosis was
wrong. Saddam was dangerous
to his own people, but not to
Kuwait and certainly not an
immediate danger to his neigh
bors and the rest of the world.”
Blix said inspectors performed
7(X) inspections and found debris,
but no “smoking guns” such as
chemical and biological weapons.
He said they did find chemical
warheads, which they found out
later were left over from the past.
Blix said evidence found by
the weapons inspectors was accu
rate and not at all flawed. He said
Iraq was used as a laboratory for
new weapons inspection technol
ogy, including metal sampling
and ground penetrating radar.
Comparing the United Stales
and England to witch hunters,
Blix said that the leaders were
so convinced that Iraq had
WMDs, that they doubted the
inspector’s findings.
“Indeed the U.S. and U.K.
leadership were so convinced of
the weapons of mass destruction
that they just couldn’t imagine
they weren’t there," he said.
"They were more like the witch
hunters of past centuries. They
were absolutely convinced about
the existence of witches and the
evidence does not have to be all
that strong. You will take it.”
Blix said that even when he
first entered Iraq, he believed

“The governments taking that
armed action were putting excla
mation marks where there
should have been question
marks.” he said.
Blix said Saddam and the
Iraqis were wary of an inspec
tion and acted as though they
had WMDs because they wanted
to inspire fear with other Arab
nations and they were worried
that the U.N. inspectors would
pass information along to U.S.
and British intelligence of which
Iraqi sites to bomb.
However. Blix said. Iraq
fully complied with inspectors,
and now they know it is because
they had no WMDs to hide.
Blix said Ik* wishes the United
States anti England would have
used a policy of containment with
Iraqis as w ell as obtained approval
from the U.N. Security Council.
“The policy of containment
had worked in the period of
1991, 1998 and 2002,” he said.
“ The presence of inspections, the
sanctions and outside military
pressure had worked. Saddam
had been placed and
kept in his box.”
Blix said that the
world can learn from

“We could learn
about the relevance of
the security council,
we could leant about
the scope of the right
of self defense under
the U.N. structure,
about the role of the
policy of containment
and about the role of
international inspec
tions.” Blix said.
