Casino glamour or L.L. Bean
style: Maine voters will decide

SANFORD, Maine — Maine
voters will decide next week
whether to allow two Indian
tribes to build the state’s first
casino, a colossal $650 million
project that opponents say will
spoil Maine’s L.L. Bean image
of spruce woods, lobster shacks
and lighthouses.
The clash has casino backers
and opponents spending a
record amount for any ballot
measure in Maine history: $6.8
million as of the end of
September, and perhaps as much
as $10 million by the time
Election Day arrives Tuesday.
If voters approve, the
Passamaquoddy and Penobscot
tribes will develop the casino in
southern Maine, most likely in
this down-on-its-luck former
mill town of about 21,000. Polls
say the vote is too close to call.
The centerpiece of the project
is a 200,000-square-foot casino
with 4,000 slot machines and 180
gaming tables. The resort would
also have an 875-room hotel, a
convention center, a 2.000-seat
theater, 10 restaurants and night
clubs and a golf course.
The project’s opponents —
who also include Gov. John
Baldacci — also say the casino
would lead to more crime, traf
fic and social ills.
Casino supporters, though,
say the postcard images and
L.L. Bean catalogs do not reflect
the harsh reality of life in hard
scrabble Maine.
The truth, they say, is that the
state has lost 17,800 manufac
turing jobs in the past three
years, and Maine’s annual
household income of $37,654 is
40th in the nation and falling.
Supporters say the project will
produce 10,000 jobs and $100
million in annual revenue for the
state, give hope to the downtrod
den Indian tribes and reinvigoraK

slipped away since the 1950s.

town once was.
Moreover, the casino backers
promise a tasteful building free
of neon, showgirls and Elvis
impersonators, built in “the
grand New England tradition"
in a wooded, country setting.
The casino drive is
bankrolled by Marnell Corrao
Associates, a Las Vegas devel
oper that has built some of the
nation’s most lavish gambling
resorts, including the Bellagio
and the Mirage in Las Vegas.
The resort would have more
gambling space than the MGM
Grand, the largest casino in
Vegas, but still less than the
nation’s largest casino.
Foxwoods, an Indian operation
in Connecticut.
