Federal, state and local officials are hoping a strong injection of HI ads and intensified enforcement of drunken driving laws around the Fourth of July holiday will have the same effect on Texas drivers. Ybarra and his two sons, Junior 13, and Mario, 6, were the only sur vivors when a drunken driverhitthe family’s car in May 2002.
