U.S. military hands over rape suspect TOKYO (AP) - A U.S. Mari suspected of raping a woman Okinawa was arrested Wednesday after U.S. authorities agreed to turn before his indictment. The 21-year-old suspect was only the second U.S. serviceman on the southern Japanese to be handed over to before charges were brought bya prosecutor. The U.S. military nor mally retains custody of person nel suspected of crimes until they are indicted but can relinquish them sooner if the crime is deemed serious enough. Crimes involving American troops are a sensitive issue on Okinawa, where a heavy U.S. military presence - about half of the nearly 50,000 American troops in Japan - has long been a source of friction with resi dents. The rape of a schoolgirl by three U.S. servicemen in 1995 triggered outrage on Okinawa and led the two countries to agree that Washington would give "sympathetic consideration' to requests for the handover of suspects in serious crimes priof to indictment. A global whaling conference voted 27 to 17 against a Japanese motion seeking permis sion to take 150 Bryde's whales a year from the North Pacific in 2004-2008. "The science is not complete yet," said U.S. delegate Michael Tillman, whose country lined up with nations including Britain, Australia and Korea to defeat the proposal. The vote at the International Whaling Commission's annual meeting was a fresh rejection to pro-whaling forces such as Japan, Norway and several Caribbean nations after the majority voted Monday to strengthen whale conservation efforts. hme eople I ed the mariju ears, and tl going nany questi ire: Should >e legalized narijuana at narijuana tc Recently, lecause of / icrth, Canac Jnline, Can; dartin Cauc bathe will i ometime in ralize small or personal ession of Pi nterpreted a ngmarijuan itates shouk According Senate Comi ‘Marijuana i and should b obacco or al drugs.” Trea erently mak At the clo anthem, it is the “land of i that it to enjoy perf and still have but people sf choices abou out the gover and v Canada’s!
