NEWS IN BRIEF Comptroller predicts declines In sales tax for another year AUSTIN (AP) — A day after revealing that state sales tax collections dropped for the month of March, Comptroller Carole Keeton Strayhorn pre dicted Wednesday that Texas will experience a second consecutive year of sales tax declines. "I really do believe that we're going to have a historic first of back-to-back — two years in a row — loss in sales tax for the first time in history, an unfortunate historic first," Strayhorn said. That's further bad news for state legislators, who are grappling with a $9.9 billion budget shortfall and are expected to begin debate on a proposed budget full of cuts on the House floor next week. Though there have been worries that the comp troller might soon make a downward adjustment in her already dismal revenue estimate, which tells legislators how much money is available to spend, Strayhorn declined to say when or if she would come up with a new estimate. She said franchise tax collections in mid-May will be an important factor. "When you're on razor's edge on revenue esti mate, everything counts. I'll be very anxious to see those franchise taxes," she said, adding could be May 20 before the information is assr bled. HealthSouth faces congressioni investigation for fraud BIRMINGHAM, Ala.
