— could one become Saddam
[Hussein’s next home?
Arab diplomats say the idea
which has not been publicly
(confirmed — has been present
ed to Saddam as a way out not
only for him and his family, but
also for his people, suffering
for 12 years under punishing
lU.N. sanctions.
But denials have come as
(quickly as new countries are
(raised, and many experts say
they do not believe Saddam
(will leave Iraq.
The United States has
(threatened war to topple
Saddam, which it accuses of
hiding nuclear, chemical and
(biological weapons.
State Department Spokesman
[Richard Boucher told reporters
in Washington this week that, “it
would be a good idea if
(Saddam) took the opportunity
(to leave.”
Arab leaders have tried
(before to lure Saddam into
(exile. In 1991, Egypt offered
(Saddam a haven to avert the
(Gulf War; he declined.
Some analysts believe
(there’s not enough pressure on
(the Iraqi leader to force him to
(consider such an option now.
The Americans may have him
(in their gun sights, but the
(bombs have not started falling
(and there is no collective Arab
(and Western support for military
(action against him.
Arab leaders are urging the
(United States to give them one
Imore opportunity to resolve the
(crisis peacefully.

Television news programs
n Ecuador broadcast footage
f the grisly attack by about
,000 residents of Cayambe, a
illage 30 miles north of the
apital, Quito, which was
ideotaped by townspeople.
The angry mob broke down
the metal door of the Cayambe
jail and overpowered four
policemen Monday to reach
Marcelo Quinonez, 26, police
chief Cesar Espinoza said.
Dragging him into the street,
he mob beat and kicked
uinonez, then doused him with
asoline and set him on fire.
Police used tear gas to break up
he crowd and rescue Quinonez,
ut when they took him to a hos-
ital the crowd followed.
r ^ | .j,! ■ They dragged Quinonez back
into the street and torched him a
econd time.
Police again broke up the
xowd and transferred Quinonez
o a government hospital in
Quito, some 30 miles south,
where he died, Espinoza said.
Quinonez, a black man in a
own of mostly Indians and
nestizos, had been detained on
"riday to protect him from
ownspeople who accused him
Traping a child, Espinoza said.
Anger escalated as word
pread that Quinonez was in
:ustody and by noon on
Vlonday, hundreds of people had
wrrounded the jail.
Mayor Diego Bonifaz said
he attack should serve as a
‘clear message” of security
aoncerns in Cayambe, a town of
about 50,000 people and only
Tve policemen.
