use of U-2 or Mirage overflights” under
arrangements that existed before inspectors
left in December 1998.
The letter also details arrangements for
offices, Iraqi escorts, communications,
ground transport, security, and visas for
arriving staff.
Under sanctions imposed after Iraq’s
1990 invasion of Kuwait, U.N. inspectors
must certify that Iraq’s weapons of mass
destruction have been destroyed. Iraq has
banned inspectors from returning for nearly
four years, but agreed late last month to k
