ingly Tuesday to create an inde
pendent commission to conduct
a broad investigation into intelli
gence failures and other govern
ment missteps before to the
Sept. 11 attacks and recommend
how to prevent future disasters.

back at what happened, we can

makers after a Cabinet meeting
to act quickly to create a depart
ment he can sign into law.
"There’s still time to get a
homeland security bill done,
one which will ... give us the
tools necessary to protect the
homeland,” Bush said.
