blacks only 2.4 percent.
Those percentages have fallen over the past
five years. In 1997, fall enrollment figures showed
that Hispanics were 10 percent of the population
and blacks were 3 percent.
As part of a desire for increased diversity, student
government created a new position, vice president
for diversity. The faculty senate this month tabled an
ad hoc committee report recommending that the
University follow suit and create its own vice presi
dent of diversity to organize efforts at recruiting a
diverse staff and admitting more minority students.
Other goals of Vision 2020 include strengthen
ing graduate programs outside the engineering
department and enhancing undergraduate oppor
tunities through honors, study abroad, course-
assistance and interdisciplinary studies. Another
goal seeks to beef up the arts and science core at
A&M, making the College of Liberal Arts a more
important venue for students.
Construction, though a major cause of traffic
congestion now, will help fulfill Vision 2020N
goal of physically uniting West Campus with main
campus. The Wellborn Road walk-through under
pass will make it easier for pedestrian traffic to
travel to West Campus.
The connection of each side ol campus will
restore campus identity and increase the accessi
bility for those attempting to navigate their way to
and from classes. Prior said.
"We have made progress towards 2020. but the
next steps ahead are to refine planning, idenidv
priorities, and have a more specific plan and set of
targets," Prior said. “We must focus on one
objective at a time in order to measure our
progress and success."

are about as sophisticated as
mafia guys from the 1990s," said
Stewart Baker, a Washington
lawyer who formerly served as
the NSA’s general counsel.
Baker said more significantly,
the operation of al-Qaida on U.S.
soil, including the Sept. 1 1
hijackers, suggests a change in
terrorists method of operation.
Instead of entering the country

soil for months and even talk on
U.S. communications system as
they wait to carry out orders.
