BRIEF EXPLANATORY STATEMENT OF PROPOSED
CONSTITUTIONAL AMENDMENT
Special Election
NOVEMBER 5, 2002
Explanatory Brief for HJR 2
HJR 2 would amend the constitution to allow the commissioners court of a county to
declare the office of constable dormant if that office has been vacant for at least seven
consecutive years. The records of a constable office that is declared dormant will be
transferred to the county clerk. If the office is declared donnant, the previous office
holder does not continue to hold the office. The office may not be filled by election or
appointment unless the commissioners court votes to reinstate the office or a majority
of votes cast in an election held on the issue favor reinstatement. The reinstatement
election may be held if the commissioners court on its own motion orders such an elec
tion, or the reinstatement election must be held if the commissioners court receives a
petition signed by 10% of the registered voters of the constable precinct.
The proposition will appear on the ballot as follows:
"The constitutional amendment authorizing the commissioners court of a county to
declare the office of constable in a precinct to be dormant if the office has not been
filled by election or appointment for a lengthy period and providing a procedure for the
reinstatement of the office. "

“We are in a unique situation that Texas
A&M, the Aggie family, the community at
large, can really empathize with all those
affected on Sept. 11,” said Zac Coventry, stu
dent body president and senior agriculture
development major. “Just a few years ago we
lost several people from this University. We
can empathize with them at this level and 1
hope that people would get that out of their
experience with the planned events.”
The Texas A&M community will have
the opportunity to participate in several
events throughout the day.
At 10:30 a.m. the Corps of Cadets will
hold a “Celebration of Freedom and
Service” ceremony where Lt. General John
A. Van Alystyne, former director of the
Pentagon Family Assistance Center and
incoming Corps Commandant, will speak.
From 11 a.m. to 3 p.m. the Memorial
Student Center (MSC) Town Hall will hold
an “Open Mic” program for students who
wish to express their feelings about Sept. 11
through written music, poetry and more.
“We knew that there was going to be a
campus response to Sept. 1 I,” said Barry
Hammond, MSC Council President and sen
ior finance major said. “The MSC w ill help
to host all the events, everything is being
done in a co-operative effort.”
At 5:30 p.m.. University and community
members will gather at the Academic Plaza
for the traditional Hag lowering ceremony
conducted by Company A-2 of the Corps of
Cadets.
“The Hag lowering ceremony is our time
to come together as an Aggie family and as
a community” Coventry said. “It is my hope
that this would be a time for us to remember
those who lost their lives on Sept. 11 and
remember all those men and women who
lent a helping hand in the rescue efforts."
