NEWS IN BRIEF
Firefighters defeat
plan to defer raises
DALLAS (AP) — Dallas firefight
ers have decided not to defer a
promised 5 percent pay hike, a
proposal that some hoped
would save civilian jobs.
The measure to delay the rais
es, which failed by a 52-35 vote
Tuesday night, would have gone
into effect if the city agreed not
to cut civilian jobs or pay.
The measure might have
saved the city an estimated $6
million in the next fiscal year's
budget. But because of a pro
jected $81 million shortfall, city
officials said it would have been
unlikely they could balance the
budget without trimming civilian
jobs and pay.
Three more counties
declared disasters
AUSTIN (AP) - President Bush
has declared another three
counties, Duval, Jim Wells and
McMullen, major disasters
because of severe storms and
flooding, Gov. Rick Perry said.
Perry also has asked the
Federal Emergency Management
Agency to add five more coun
ties to the federal disaster list:
Callahan, Live Oak, Nueces, San
Patricio and Zavala. Twenty-
seven counties have been
declared disaster areas because
of the flooding.

four patients and a suspect in
the deaths of at least 16 more.
Vickie Dawn Carson Jackson,
36, was arrested Tuesday after
the grand jury indicted her on
two counts of capital murder in

Mexicans welcome Bush’s nei
nominee for U.S. ambassado
MEXICO CITY (AP) — Mexican analysts
largely welcomed President George W. Bush's
decision to nominate Texas state official Tony
Garza for the ambassadorship in Mexico.
But on Wednesday, some warned against
expecting too much over the mere fact that Garza
— a member of the Texas Railroad Commission
— is the grandson of Mexican immigrants.
“One would hope that his Latino roots would
help foment a closer relationship between the two
countries,” wrote columnist Adrian Trejo in the
newspaper El Economista.
“But experience has shown us that sometimes
American Latinos can be harder on fellow Latinos
than any other group. Let’s hope that doesn't hap
pen with the new ambassador.”
There is little doubt that Garza will be doing
some damage control in the often bumpy relations
between the two countries.
“Mexico’s policy with the U.S. has tended to
bypass the Paseo de la Reforma (the avenue
which the U.S. embassy is located),
that will become the first line of content!
said Antonio Ocarranza, a political analyst*
had been a spokesman for former Presit
Ernesto Zedillo.
Bush submitted Garza’s nomination to -
Senate, which must confirm the appointment
Tuesday. Garza speaks fluent Spanish —
few recent U.S. ambassadors have been
boast of — and is a longtime politic: il allyofBu'j
“He not only has a great knowledge of thebori
and Mexico, but he has close contact witl
said Ocarranza. “That means he will become.
