CAPE CANAVERAL, Fla.
I\P) — Two space walking
Istronauts successfully rewired
ne international space station on
unday to extend the reach of its
obot ami — via a railroad.
It was the third spacewalk
y the visiting crew of space
huttle Atlantis, with a fourth
nd final excursion planned
uesday to finish installing a
4-foot girder equipped with a
ailcar and track.
Steven Smith and Rex
Valheim floated out into the
lackness of space Sunday and
•leased the clamp that had
:mporarily held the girder in
lace on the space station labo-
atory, before the structure was
olted down. Then they began
ie tricky connector work.
“These cables are again
ticking together,” Smith said.
It’s a little scary taking them
part because they’re fiber
iptics.”
By rerouting power, data
nd video cables, the space-
valkers paved the way for the
station’s 58-foot robot arm.

and be moved from one part of
the outpost to another. But first,
a base for the arm must be
installed on the car during the

assemble the space station as it
continues to grow.
Over the next few years,
eight more girders with more
track will be attached to the
segment delivered last week by
Atlantis. The framework ulti
mately will extend 356 feet and
support four sets of solar wings
as well as radiators and science
experiments.
The $190 million railcar —
with the robotic construction
crane and cargo riding inside —
will be able to traverse the
entire framework.
NASA plans to test the
empty railcar Monday, moving
it back and forth along the track
that runs the length of the
newly attached girder. Its top
speed is one inch per second,
but engineers say they will stay
well below that.
During Sunday’s spacewalk.
Smith and Walheim released
launch-restraint bolts on the rail-
car in preparation for Monday’s
trial run. They also admired the
vista 240 miles below.
“Beautiful place we live,”
Smith observed.
The girder and its railcar —
totaling $790 million — are
considered the second-most
complicated section of the
space station, surpassed only by
the lab itself.
More than 10 miles of
wiring and 664 feet of plumb
ing run through the massive
aluminum beam.
It also has four computers and
four Global Positioning System
satellite antennas.

tens of millions in between. High-
income people tend to have more
complicated returns that invite more
audits; about 0.69 percent of all
these returns were audited in 2001.
Those making under $25,000 usu
ally have simple returns, yet about
0.40 percent were audited last year.
That is almost twice the rate of tax
payers in the middle-income range
and is largely attributable to the
earned income tax credit, effectively
a low-income refund program on
which the IRS has focused attention
to cut down on mistakes and fraud.
When audits related to that tax
credit are not included, the rate for
those earning under $25,000 drops to
W5 percent, the IRS says.

facade and the walls were blackened with bullet marks.
A senior aide, Saeb Erekat said Arafat stood by his com
mitments, including an end to violence. But, Erekat said
after the three-hour meeting, that meant “once the Israelis
complete the withdrawal we will, as Palestinians, then carry
out our obligations.”
Arafat complained bitterly and extensively to Powell
about Israel's military thrust into Palestinian-held towns and
villages, and especially its actionspn Jenin and a refugee
camp in the town.
President Bush has demanded a pullback right away, but
Sharon refused to provide a timetable when he saw Powell
on Friday in Jerusalem. They met again briefly Sunday
night in Tel Aviv.
Powell, in a short statement to reporters, called his meet
ing with Arafat useful and constructive.
A senior U.S. official said Powell’s “clear message” to
Arafat in a 45-minute presentation was “the bombings have
to stop, that it was a major barrier” to progress toward a
security agreement or on negotiations that Powell has said
should lead to establishment of a Palestinian state.
