Last weekend, many went to Chilifest or Island Party to experi
ence leisure and musical enjoyment in an outdoor setting.
Dedicated participants sacrificed comfort and dry clothes due to rain
and muddy conditions.
While the area from Dallas-Fort Worth down to the Gull Coast
is experiencing large amounts of rainfall, much of the state
remains dry.
Texas rainfall trends present problems for tanners and outdoor
concert planners, as well as every residents of the state.
“Rain just does not fall in a civilized fashion in Texas,” said Ron
Kaiser, a Texas A&M professor who specializes in natural resource
law and policy.
Kaiser’s main interests are in water management, law and con
servation. He has worked with the Texas State Legislature to plan
how the state will distribute water in the future.
“Right now, Texas has 20 million people and uses about 16.5 mil
lion acre-feet of water per year (one acre foot equals 325,000 gal
lons of water). Forty years from now it is predicted that the popu
lation will double to 40 million. There is not enough water in this
state to accommodate that many people with the way it is being dis
tributed at this time,” said Kaiser.
He said more than half of the water used in Texas is for crop irri
gation of the four major crops: cotton, com, wheat and sorghum. In
the future, most Texans will live in urban areas, thus cities will have
plenty of water but irrigators will not.
In drier parts of the state, such as the high plains of West Texas,
underground aquifers are the main source of water. Of the ground
water extracted, 95 percent is used for crop irrigation. The aquifers
cannot be recharged as fast as water is being used because of low
amounts of rainfall in the panhandle.
Kaiser said the entire state will be different in the future due to
growing populations in areas without enough water.
“We are growing where'we do not have as much rainfall. It just
