national coalition to destroy ter
rorist networks around the world
and sanction states that sponsor
terrorism.
“With the al-Qaida destroyed,
we are moving into the second
stage of the war on terror. We are
detennined that there will be no
place for terrorists to hide, there
will be no place for them to
sleep,” Rice said.
The attacks caused a major
realignment in international rela
tions, Rice said, creating an
opportunity to forge a closer rela
tionship with Russia. On Sept.
11, Rice said she took a call from
Russian President Vladimir
Putin, who informed her he
would break from Cold War tac
tics and instruct the Russian mil
itary to stand down even though
the American military was on
heightened alert. This gesture
prevented an already tense situa
tion from spiraling out of control
and marked a new era in United
States-Russia relations.
Rice spoke to a crowd of
more than 2,000 at Rudder
Auditorium, just a day after
British Prime Minister Tony
Blair addressed an A&M audi
ence. From 1989 to 1991, Rice
served on former President
George Bush’s National
Security Council as a senior
adviser for Soviet and Eastern
European affairs. She later
served* as provost at Stanford
University before becoming one
of Bush’s top foreign policy
advisers in 2001.
