THE BATTALION
The cities of Bryan and
College Station were two of six
sites chosen to host electric town
hall meetings on Wednesday
morning. The live, interactive
video conference was designed
by the Texas secretary of state’s
office and discussed the 19 pro
posed constitutional amend
ments for the Nov. 6 general
election. This was the first time
Bryan and College Station were
host cities for the teleconference.
“The electric town hall meet
ings began in August,” said
Monica Kennis, training spe
cialist for Trans Texas Video
Conference Network.
“Over 40 cities, including
those today, have participated in
the electric town hall meetings
so far” said Elizabeth Hanshaw-
Winn, the director of the legal
elections division for the secre
tary of state. “And one more
electric town hall is set up for
next week that will include four
more Texas cities.”
Hanshaw-Winn said the elec
tronic town hall format is an eco
nomical way to have people from
the secretary of state’s office meet
and answer questions directly
from cities all over Texas.
Kennis said the A&M
System has helped organize the
video conference in the past, but
this was the first time there have
been viewing locations open to
the public on campus.
Video cameras were set up in
Scoates Hall, the Ocean and
Meteorology Building,
Harrington Education Center
Classroom Building and the
Blocker Building for students
and faculty to watch and interact
with the town hall meeting.
“There have been 567 pro
posed amendments to the Texas
State Constitution and 390 rati
fications,” said Caroline
Geppart, a staff attorney for the
secretary of state’s office.
Geppart said this is a large
number when compared to the
U.S. Constitution, which only
has had 27 amendments.
During the meeting, Geppart
and Hanshaw took turns reading

amendments to be considered in

then answered questions from
the audience via the videocon

Although there were outlets
on and off campus for students
to watch the conference, student
attendance at the town hall
meeting was minimal. There
were no questions or comma

House approves legislation
giving police new powers
WASHINGTON (AP) — The House approved
legislation Wednesday to give police new
search powers in response to last month’s ter
rorist attacks, including the ability to secretly
search homes, tap phones and track people’s
use of the Internet.
The Senate plans to move the measure on
for President George W. Bush’s signature
before the end of the week.
But the new legislation is “not just limit
ed to terrorism," said Rep. Robert
D-Virginia.
The legislation expands the federal
ment’s power to inspect educational recor
wiretap telephones, track emails, seize
mails and detain immigrants suspected
being terrorists.
