Gov. Bill Ratliff on Monday announced his appointments to a newly created task force on criminal defendants’ com petency and to the executive committee of the new Office of Rural Community Affairs. Ratliff named Sen. Robert Duncan, R- Lubbock, and Texas Tech law professor Brian Shannon of Lubbock to the 16-member body that includes a member appointed by the House speak er and a member appointed by the presiding judge of the Texas Court of Criminal Appeals. The task force also includes one representative each from the University of Texas Medical Branch at Galveston and the Texas Tech University Health Sciences Center, and 10 non-voting ex officio members that represent Texas counties, related state agencies and mental health care professionals. AUSTIN (AP) - South Padre Island businesses affected by the weekend collapse of the Queen Isabella Causeway may postpone paying state taxes, Texas Comptroller Carole Keeton Rylander said Monday. Upon request, businesses will be granted an extension of up to 90 days to file tax returns due in September and October. About 884 island businesses may be affected by the closure of the only bridge leading to South Padre Island. Portions of the bridge collapsed Saturday follow ing a barge accident. Anderson Jr. will become his new appointments director. Anderson will begin his new job Oct. 9, replacing Dealey Herndon, who is leaving to return to her construction consulting firm. Anderson is a lawyer in the cor porate and securities section of the Dallas law firm Hallet & Perrin and has long been a figure in Republican Party politics. He served as chief deputy direc tor for appointments for then-Gov Bill Clements from 1988 to 1990 and as general counsel for the Republican Party of Texas from 1990 to 1994 Clements also appointed him to the Texas Commission on Jail Standards from 1991 to 1995. Anderson served on the Texas State Securities Board under for mer Gov. George W Bush. Since 1992, Anderson has been campaign treasurer and counsel for U.S. Sen. Kay Bailey Hutchison. The governor's appointments office is responsible for recom mending people to serve on hun dreds of state boards, commis sions and task forces as well as people to head certain executive government offices and to fill judi cial posts when appointments must be made. • Perry also announced several appointments to state boards and commissions on Monday.
